The Government Office issued Notice No. 309/TB-VPCP dated July 9, 2024, concluding the conclusion of Deputy Prime Minister Tran Luu Quang at the meeting on the Decree amending and supplementing Decree No. 07/2021/ND-CP stipulating multidimensional poverty standards for the period 2021 - 2025.

Amending multidimensional poverty standards.

The announcement stated that on the afternoon of July 8, 2024, at the Government headquarters, Deputy Prime Minister Tran Luu Quang chaired a meeting on the Decree amending and supplementing Decree No. 07/2021/ND-CP dated January 27, 2021 of the Government regulating multidimensional poverty standards for the period 2021 - 2025.

After listening to the Report of the Ministry of Labor, War Invalids and Social Affairs and the opinions of delegates attending the meeting, Deputy Prime Minister Tran Luu Quang assigned the Ministry of Labor, War Invalids and Social Affairs to review existing regulations and unify the content and connotation of the concept of "Low-income people" with the spirit of not exceeding the budget amount prescribed in Decision No. 90/QD-TTg dated January 18, 2021 of the Prime Minister approving the National Target Program on Sustainable Poverty Reduction for the period 2021 - 2025, ensuring relative uniformity among different types of subjects, no duplication, efficiency, substance, no loss; report to the Deputy Prime Minister before 3:00 p.m. on July 12, 2024.

The leaders of the Government Office chaired a meeting with leaders of relevant agencies to agree on the form of the document and synthesize and advise on the content of the Ministry of Labor, War Invalids and Social Affairs in content 1 before July 14, 2024.

* On January 27, 2021, the Government issued Decree No. 07/2021/ND-CP stipulating multidimensional poverty standards for the period 2021 - 2025. This Decree takes effect from March 15, 2021.

The Decree sets out criteria for measuring multidimensional poverty; standards for poor households, near-poor households, households with average living standards and responsibilities for organizing poverty reduction work in the period 2021 - 2025. Multidimensional poverty standards in 2021 and the period 2022 - 2025.

According to regulations, the criteria for measuring multidimensional poverty for the period 2022 - 2025 are specified as follows:

1- Income criteria:

- Rural areas: 1,500,000 VND/person/month.

- Urban area: 2,000,000 VND/person/month.

2- Criteria for the level of shortage of basic social services

- Basic social services (06 services), including: employment; healthcare, education; housing, domestic water and sanitation, information.

- Indicators measuring the level of basic social service shortages (12 indicators), including:

+ Employment; dependents in the household; nutrition; health insurance; adult education level; children's school attendance; housing quality; average housing area per capita;

+ Domestic water source; hygienic toilets; use of telecommunication services; means of accessing information.

3- Basic social services, index measuring the level of basic social service shortage and prescribed shortage threshold.
