Amendments to regulations on seniority allowances for teachers

The Minister of Education and Training, the Minister of Home Affairs, the Minister of Finance and the Minister of Labor, Invalids and Social Affairs issued a joint Circular amending and supplementing a number of articles of Joint Circular No. 68 guiding the implementation of a number of articles of Decree No. 54 of the Government on seniority allowances for teachers.

Accordingly, Clause 1, Article 1 is amended and supplemented as follows:

“Teachers on the payroll approved by competent authorities, currently performing teaching and education duties in public educational institutions in the national education system and schools, centers, and academies under state agencies, political organizations, and socio-political organizations (hereinafter referred to as public educational institutions) receiving state funding for operations (including revenue from the state budget and other revenue sources as prescribed by law)”.

Clause 2, Article 1 is amended and supplemented as follows:

“Teachers on the payroll approved by competent authorities, currently performing teaching, practice and experimentation duties at school workshops, stations, camps, practice centers, laboratories, department rooms, training ships of general education institutions, continuing education institutions, vocational education institutions, and public universities”.

Point c Clause 1 Article 2 is amended and supplemented as follows:

“c) Working time is calculated for seniority allowance, including: Working time is ranked according to one of the ranks or titles of the customs, court, prosecution, audit, inspection, civil judgment enforcement, forestry, national reserves, Party inspection; working time is calculated for seniority allowance in the army, police, cryptography and working time is calculated for seniority in other industries and professions (if any)”.

This Joint Circular takes effect from January 4, 2016.
