Amendment of regulations on seniority allowance for teachers

The Minister of Education and Training, the Minister of Home Affairs, the Minister of Finance and the Minister of Labor, Invalids and Social Affairs issued a joint Circular amending and supplementing a number of articles of Joint Circular No. 68 guiding the implementation of a number of articles of Decree No. 54 of the Government on seniority allowances for teachers.

Accordingly, Clause 1, Article 1 is amended and supplemented as follows:

“Teachers on the payroll approved by competent authorities, currently performing teaching and education duties in public educational institutions in the national education system and schools, centers, and academies of state agencies, political organizations, and socio-political organizations (hereinafter referred to as public educational institutions) are funded by the state for operations (including revenue from the state budget and other career revenue sources as prescribed by law)”.

Clause 2, Article 1 is amended and supplemented as follows:

“Teachers on the payroll approved by competent authorities, currently performing teaching, practical instruction, and experimentation duties at workshops, stations, camps, practice centers, laboratories, subject rooms, and training ships of general education institutions, continuing education institutions, vocational education institutions, and public universities.”

Point c Clause 1 Article 2 is amended and supplemented as follows:

“c) Working time is calculated for seniority allowance, including: Working time is classified according to salary according to one of the ranks or titles of the customs, court, prosecution, audit, inspection, civil judgment enforcement, forestry, national reserve, and Party inspection sectors; working time is calculated for seniority allowance in the army, police, and cryptography; and working time is calculated for seniority in other sectors and occupations (if any)”.

This Joint Circular takes effect from January 4, 2016.
