The spread of the movement to build irrigation works

(Baonghean) - Thanks to the focus on propaganda work and promoting the movement of the whole people to join the irrigation work to the grassroots level, focusing on the economic efficiency of irrigation and drainage for industrial crops, fruit trees, color crops and serving aquaculture, consolidating canals... this movement in our province has achieved many positive results. With 83% of the canal system having been solidified, Nghe An has become one of the leading localities in the country in consolidating canals.

On May 21, 2001, the Party Executive Committee of Nghe An province issued Resolution No. 02 NQ/TU on "Irrigation for industrial crops, fruit trees, color crops and aquaculture, continuing to promote the program of consolidating canals". It clearly stated: From now on, October 16 is taken as the day to mobilize cadres, party members, civil servants and people in the whole province to participate in irrigation, especially irrigation for industrial crops, fruit trees, color crops and aquaculture, opening the annual irrigation movement. To carry out that movement, relevant levels and sectors have had many very active activities.

Nam Irrigation One Member Co., Ltd. currently manages 35 pumping stations, 12 reservoirs and 600 km of canals and ditches serving agricultural production in Nam Dan, Nghi Loc districts, Vinh City... Therefore, the unit is very interested in the movement of the whole people joining in irrigation work. Mr. Bach Hung Tuyen, Director of Nam Irrigation One Member Co., Ltd. said: "On September 21, the company held an irrigation launching ceremony and this is the first unit in the province to respond to the movement of the whole people joining in irrigation work launched by the Provincial People's Committee with the participation of 500 people, including 300 officers, employees of the company and more than 200 people of Hung Nguyen district. On the first day of launching, 2,500m of the canal was cleared, 360m3 of mud was dredged, and 11,500m2 of grass was cleared and cut.

In this campaign, the company has innovated the implementation, which is to deploy in rotation in the flood-dissipation areas (Hung Nguyen, Vinh City and the downstream area of ​​Nghi Loc) to ensure good drainage and prevent flooding during the storm and flood season. This campaign will last until November 30 and is expected to take 22,800 working days to complete the volume of grass cutting and clearing 117,040m2; dredging 15,605m3 of mud; embanking, repairing and maintaining 1,560m3 of canals... with a total value of nearly 11.5 billion VND. Along with that, the company will implement the solidification of 4,500m of canals with a cost of more than 9.2 billion VND. Thus, in this campaign, the company will implement a value of more than 20.7 billion VND".

The movement of the whole people joining hands to do irrigation work has also been actively responded to by the Northern Irrigation One Member Co., Ltd. Currently, the company and irrigation enterprises are coordinating with local authorities in the benefiting areas such as Do Luong, Yen Thanh, Dien Chau, Quynh Luu... to organize the ceremony of the whole people joining hands to do irrigation work. Currently, the Northern Irrigation One Member Co., Ltd. is managing 17 reservoirs and hundreds of kilometers of canals. During this period, the unit will combine the repair and upgrading of a number of canals and dams to ensure good water supply for production and safety during the rainy and stormy season.

Along with irrigation units, currently in many localities in the province such as Hung Nguyen, Nam Dan, Thanh Chuong, Do Luong, Anh Son, Nghi Loc, Dien Chau, Quynh Luu... are preparing for the ceremony of the whole people launching the irrigation work. Mr. Nguyen Van Hoa, Head of the Irrigation Sub-Department said: "Unlike previous years, in the launching of the movement "The whole people launching the irrigation work" this year, the province organized it into 2 phases, in which the first phase was launched from mid-September, the time before the rainy season to focus on clearing the flows to serve flood drainage and organizing the review of the PCBL plan of dams. The second phase will be organized from October 16 and the goal is to do a good job of irrigation work to serve the winter-spring production".

Implementing Resolution No. 02 NQ/TU on "Irrigation for industrial crops, fruit trees, color crops and serving aquaculture, continuing to promote the program of consolidating canals", up to now, through 14 campaigns of the movement "All people join hands to do irrigation" has shown the great and practical effectiveness of the movement in serving agricultural production, irrigating industrial crops, fruit trees, color crops and serving aquaculture.

From 2001 to 2015, our province mobilized 19,594,600 working days; the volume of digging and filling reached 8,802,200m3 with a value of nearly 150 billion VND, focusing on repairing irrigation works, building embankments, draining water for winter crops, promptly overcoming the consequences of floods and storms, dredging and consolidating canals (by 2015, the whole province had consolidated more than 4,900 km of canals of all kinds, reaching 83% and being one of the two leading provinces in the country in consolidating canals). That result has contributed to improving production services, improving people's lives... Through the campaigns, the people's awareness of self-reliance and self-reliance in irrigation work has been aroused.

Mr. Nguyen Van De, Deputy Director of the Department of Agriculture and Rural Development, said: “To continue to effectively implement Resolution 02 NQ/TU, in the coming time, it is necessary to continue to organize propaganda about the movement of the whole people to join in irrigation, emphasizing the economic efficiency of irrigation and drainage for industrial crops, fruit trees, color crops and serving aquaculture, consolidating canals... The launching ceremony in localities and units was carried out concisely and practically, while maintaining the movement well throughout the launching period. In addition, assigning targets and tasks to each locality, organizing direction, urging and inspection.

Focus on directing the maintenance of irrigation works, prioritizing dredging and clearing main drainage axes, especially in areas with many aquaculture ponds and outlets to ensure smooth flow and rapid flood drainage, dredging intra-field drainage channels to quickly drain water for winter crops, dredging suction tanks, canals leading to pumping stations, irrigation systems, ensuring 100% of machinery and works operating for irrigation and drainage. Repair works, remove duckweed and garbage at points of flow blockage and be ready to cope with storms and floods; focus on irrigation and drainage for industrial crops, fruit trees, crops and irrigation for aquaculture.

The movement “All people join hands to build irrigation works” has recently been enthusiastically responded by the people and relevant agencies and brought about good results in localities. However, to make this movement more effective, it requires more drastic participation and exemplary support from local and grassroots officials.
