The incident occurred in Khanh Xuan commune, Bao Lac district, Cao Bang province.

Accordingly, on the night of April 9, a truck carrying pigs passed through Cao Bang province to China but could not export them so it turned back. When passing through Ban Diem hamlet (Khanh Xuan commune), taking advantage of the deserted road and darkness, the driver secretly dumped the dead pigs onto the road. The black and purple pigs and some dying pigs lay piled on top of each other, emitting a foul smell.

Mr. Quan Van Hung, Chairman of Khanh Xuan Commune People's Committee, said that according to information from the people, it is estimated that about 50 dead pigs were dumped on the road. The incident happened on the weekend, on April 9, when the authorities received the information, on April 10, all the pigs were gone.

According to Mr. Hung, after learning from some nearby vendors, he learned that some people had butchered the still-dead pigs and brought them home to eat.

“According to information from the people, they butchered the pigs and removed all the organs, only taking the meat from the buttocks to eat. They did not eat the dead pigs that were purple and smelly, but buried them. Some were thrown into ravines,” Mr. Hung said.

Mr. Nguyen Ich Chanh, Chairman of Bao Lac District People's Committee, said that upon receiving the report from the commune authorities, he directed the district police and the agricultural department to go to the scene to investigate the incident and organize the destruction. However, because the truck dumped the pigs on the road at night, it was difficult to determine which unit the dead pigs belonged to. When the authorities arrived, all the pigs had been cleared away.

Mr. Chanh added that according to the report, some of the stinking pigs were actively buried by the people, while others were butchered and eaten. “It is also very difficult to determine which specific people brought the meat home, so the government organized propaganda to inform people not to eat dead pigs because it can easily cause illness. Fortunately, up to today (April 12), there have been no recorded cases of poisoning from eating dead pigs,” Mr. Chanh said.

According to Mr. Chanh, this is the first time this has happened, but the commune and district authorities are also very upset with the irresponsible business practices of some businesses exporting pigs to China.

“The district government always creates favorable conditions for businesses to transport goods through the area, but the recent action of a certain unit dumping pigs on the road causes environmental pollution, affecting people's lives. When an incident occurs, businesses should report to the government to coordinate the solution, specifically, dead pigs must be destroyed.”
