On September 29, information from Dien Chau district police said that they were temporarily detaining driver Nguyen Van Vinh (residing in Ha Tinh city) and the truck with license plate 38C-020.88 to investigate and clarify the act of resisting a person on duty.

Mr. Nguyen Thanh Son - Deputy Chief Inspector of the Provincial Department of Transport said that at around 3:30 a.m. on September 24, an interdisciplinary working group including inspectors of the Provincial Department of Transport and the Department of Administrative Police for Social Order (PC64) of the Provincial Police on duty at mobile weighing station No. 15 located in Dien An commune (Dien Chau district) discovered that a truck with license plate 38C-020.88 showed signs of being overloaded, so they signaled the vehicle to stop and check its weight.

However, the driver of truck 38C-020.88 did not comply with the order and deliberately stepped on the gas to escape. Immediately after that, the joint force used an official vehicle to chase the vehicle for about 1km before approaching it and asking it to stop.

The driver of car 38C-020.88 was stuck in the cabin, forcing a PC64 police officer to climb onto the door frame and ask the driver to get out of the car and cooperate. At this time, the driver suddenly stepped on the gas, hitting the left side of the official car and fleeing. The police officer jumped out of the car in time and luckily suffered only minor injuries.

Car 38C-020.88 was brought to the scene by Dien Chau district police to reenact the incident.

Immediately afterwards, the task force reported to the leaders of the Department of Transport and Nghe An Provincial Police to organize a joint force to capture the car with license plate 38C-020.88. However, the driver took a detour from National Highway 1A to Ho Chi Minh Road and then drove back to Ha Tinh.

After looking up information on the Vehicle Registration System, it was found that the vehicle is owned by Hai Dao Trading and Service Company Limited, headquartered in Tan Phu, Thach Trung Ward (Ha Tinh City). Vehicle 38C-020.88 is a 3-axle truck, with a maximum permitted cargo load of 9.95 tons.

On September 26, driver Nguyen Van Vinh, driving car 38C-020.88, after two days on the run, presented himself at the Dien Chau district police station.

On the same afternoon, driver Nguyen Van Vinh and the car were taken by the authorities to an area about 1km from interdisciplinary weighing station No. 15 to reconstruct the scene of the related incident.

It is known that previously, vehicle 38C-020.88 was fined by mobile weighing station No. 15 for carrying goods exceeding the permitted weight but had not paid the fine.

The case is currently being investigated and handled by Dien Chau district police.
