The late General Secretary Ha Huy Tap (1906-1941) belonged to the first generation of communists to participate in the struggle and found the Communist Party of Vietnam. He held the important position of General Secretary of the Party (from July 1936 to March 1938) when he had just turned 30. With his intelligence, will, and creative spirit, he made many great contributions to the Party and the Vietnamese revolutionary movement in a period full of changes, difficulties and challenges.

In 1923, he graduated with honors. With that result, he could enter the university, but his family was too poor so he had to drop out and apply to work as a primary school teacher in Nha Trang town (1923-1926). This was the time when he read many books and newspapers about communism. With the enthusiasm of youth and patriotism, he soon entered the life of revolutionary activities when he was not yet 20 years old.
In August 1926, he was accused of anti-French activities by the Nha Trang consul and ordered to be expelled from Nha Trang. Leaving Nha Trang, he returned to Vinh and taught at Cao Xuan Duc Primary School, while secretly participating in activities of the Phuc Viet Association. He taught the national language to workers and participated in propaganda, arousing and promoting patriotism.
With the help of the organization, he established a youth cell right in the workers' cultural class. Because he was closely monitored by secret police, the organization assigned him to move to work in Saigon. In March 1927, he applied to teach at a private school to hide from the enemy, going into poor neighborhoods, worker neighborhoods and even among intellectuals to build a revolutionary base.
He established a number of local branches of the Hung Nam Association in the South, organized political training, translated Marxist books, initiated and organized student strikes against the colonial education regime, organized strikes on plantations... very effectively. At the end of 1928, he was sent by the Southern Region of the Tan Viet Party to China to negotiate with the Vietnam Revolutionary Youth Association on the issue of merging the two organizations.
In July 1929, he was introduced to study at the Oriental University (1929-1932 term). At the 1st Congress of the Party (1935 in Macau), he was elected to the Party Central Committee and the Standing Committee, and was appointed as Secretary of the Party. The Party Central Committee Conference held on July 26, 1936 elected him to the position of General Secretary of the Party. In May 1938, after a period of working in the country, he was arrested in Saigon and then deported to his hometown for house arrest.

In 1940, the enemy brought him to Saigon for a retrial, sentencing him to 5 years in prison. On March 25, 1941, they again sentenced him to death. During his days in Saigon's main prison, he always maintained an optimistic spirit with a firm belief in the final victory of the Vietnamese revolution.
The late General Secretary Ha Huy Tap passed away at the age of 35. 16 years of revolutionary activities, not a long period of time, but the late General Secretary left us many valuable legacies. These are the theoretical research points on political liberation, Marxism-Leninism, communism; and the experience in the Party's legal and semi-legal public press publishing activities during the Democratic Front period.
It is also valuable historical research, the ability to forecast situations early, the ability to seize opportunities, take advantage of all favorable conditions to make decisions appropriate to each specific situation. Not only is he an excellent theorist of the Party, a journalist with many valuable works and documents that are always highly combative, he is also a person who always knows how to pass on to every younger generation the belief and strength to overcome all difficulties and challenges. He always sets a shining example for generations to strive for noble ideals.
