Policy for new rural construction in mountainous areas

The construction of new rural areas in mountainous areas and ethnic minorities is facing many difficulties. Not only is the starting point lower than in localities in the plains, but in this area, the area is larger, the population is more sparse and many factors are not guaranteed, requiring a large investment rate. Meanwhile, local resources are not available, people's conditions are also limited and the main resources come from the central and provincial budgets. For example, Chau Khe commune currently has 2 villages Khe Bu and Khe Na without national grid electricity. Many inter-village roads are still dirt roads, making travel difficult, not to mention intra-village roads. In addition, the average income per capita of the whole commune is only 22 million VND/year and the poverty rate is still high...
Therefore, to continue promoting the construction of new rural areas in mountainous areas, in addition to effectively integrating programs, projects and support policies, it is recommended that the province soon have more stimulus policies, support villages and hamlets to meet new rural standards to encourage villages and hamlets to build new rural areas.
Pay attention to arranging redundant staff after merging administrative units.

The most important issue of concern for localities subject to the merger of commune-level administrative units is the settlement of redundant cadres and civil servants. For Dai Dong commune (Thanh Chuong), which was merged from 3 communes Thanh Hung, Thanh Tuong and Thanh Van, after the merger, the hamlets have more households and residents but the hamlet-level cadre regime is still low. The implementation of Decree 34 on amendments and supplements to a number of regulations on commune-level cadres and civil servants and non-professional activities at the commune, village and residential group levels has encountered many difficulties.
The biggest difficulty for the locality at present is that after merging communes, there are still many redundant cadres. For example, the Commune Women's Union has 6 cadres, of which 2 are from the Commune Women's Union President to the Vice President position, but they receive salary and allowances for the position of Commune Women's Union President. In 2021, the Commune Women's Union held a congress for the term, so the arrangement and assignment of union cadres is very difficult, while the cadres still meet the age requirements and ensure qualifications. It is recommended that the province pay attention to arranging redundant cadres to ensure stability of the apparatus before the congress. The allocation of the operating budget of the association and mass organizations is too little compared to before the commune merger, and pay attention to preferential treatment for union and association branch cadres.

One of the issues that Vinh city residents are very concerned about is the quality of domestic water. We request that the authorities closely monitor and find solutions to handle the problems, to give people peace of mind.
In addition, many plots of land in Vinh city have not declared the names of the users. This is a big loophole in land management in particular and property management in general. It is recommended that the State take measures to inspect and put them under management. In addition, some investment projects in building apartments and dividing plots for sale have inappropriate infrastructure designs, especially the drainage system has not been connected to the common system, the roads are higher than the ground level of adjacent residential areas, causing flooding and frustration for the people. Therefore, it is recommended that the province and the city focus on the quality of appraisal, approval as well as closely monitor the construction of works and investment projects and overcome the existing problems. At the same time, the city has many projects approved for investment for 10-15 years, but the implementation is slow or sluggish, affecting the lives of the people. It is recommended that the province needs to have solutions to recover suspended and slow-progressing projects to avoid wasting land funds.
Support for marine economic development

Dien Ngoc commune used to be known as a commune with a small land area and a large population, the main occupation of the people is offshore fishing, serving the logistics of the fishing industry. In the commune, there are currently 227 fishing boats, of which 158 are offshore fishing boats over 90CV. In order to effectively exploit and promote industries and occupations from the marine economy, local people hope that the state needs to have support policies, creating conditions for fishermen to stick to the sea and go offshore such as: giving fishermen long-term loans, more promptly because currently fishermen have to borrow from banks once a year, which is very difficult for them. Along with that, there is concern about dredging deep into Lach Van fishing port to anchor boats for fishermen because currently Lach Van fishing port has been silted up by sand, making it very difficult for boats to enter and exit the port.
In addition, fishermen are currently paying a fee for monitoring fishing vessels at sea of 5 million VND/month. The cost is too high, so fishermen want to be supported to reduce this fee. Currently, the development of the marine economy is not commensurate with the potential and strengths, fishermen want to have mechanisms and policies to promote the development of the marine economy more effectively.
