Tan Ky: Three breakthroughs to bring the resolution into life

(Baonghean.vn) In order to accelerate the socio-economic development in the district, the Tan Ky District Party Committee has chosen 3 breakthroughs to bring the Party's resolution into life: First is to focus on promoting the new rural construction movement. Second is to improve the quality of human resources. Third is to improve the leadership capacity and fighting strength of grassroots party organizations.

Determining that new rural construction is of great significance in the development process of the district, Tan Ky has directed localities to concentrate all resources and implement the new rural construction program on time and on the set roadmap. The district steering committee has outlined specific plans and actions for the communes. Based on the actual situation of each commune, it sets out roadmaps suitable to the conditions of each place. Effectively use investment resources from programs and projects of the Central and the province, implementing the motto: "The State and the people work together" to build socio-economic infrastructure. The district has selected two pilot communes, Nghia Binh and Tan An, from which to replicate the model throughout the district. Up to now, Tan Ky has basically completed the new rural construction project for the period 2011-2020.

Along with the economic restructuring, the district Party Committee focuses on developing and improving the quality of human resources through training and rotating cadres. Every year, the district arranges cadres to study according to the regulations of each position. From 2006 to 2010, there were 29 comrades with high political qualifications, and 345 comrades with college and university degrees. From 2003 to present, 28 leaders and managers have been rotated and transferred, contributing to timely supplementing and increasing the quantity and quality of cadres for units that are lacking or weak, helping the grassroots, agencies and units stabilize their cadres.

The third breakthrough is to continue to improve the leadership capacity and fighting strength of the Party. The District Party Committee determined that it must start from the grassroots Party organization, because the grassroots is where economic and social activities closely related to the lives of ethnic minorities from communes and villages take place. The Standing Committee of Tan Ky District Party Committee boldly issued Decision No. 85 on building a model of a comprehensively strong political system in Ky Son commune. This is the first model in our province on "building a comprehensively strong political system" at the grassroots level.

To build this pilot model, Tan Ky established a district-level steering committee, with heads of departments and branches participating in the steering committee, and assigned specific tasks to members of the steering committee. After surveying and understanding the situation from hamlets to communes, the Steering Committee assigned Party committees, authorities, and mass organizations to draft specific documents in a "hands-on" manner to train the staff of Ky Son commune on professional skills in Party and government work. Documents serving Party and mass organization activities were also provided by the district to each hamlet...

Currently, the implementation of building a pilot model of a comprehensive strong political system in Ky Son commune is being carried out but has affirmed initial effectiveness, promoting the effectiveness of the Party's leadership mechanism, the government's management, implementing the people's mastery, and Party members' more frank contributions.

Comrade Phan Van Giap - Head of the Organizing Committee of Tan Ky District Party Committee, said: These are new models, so we also encountered some difficulties when implementing the tasks. Periodically, we will evaluate and summarize the selected models. From these models, the District Steering Committee will draw experiences to replicate them throughout the district. These are important breakthroughs to promote local socio-economic development.
