Tan Ky needs to learn from experience in recruiting teachers.
(Baonghean) -Recently, Nghe An Newspaper received a petition from 11 teachers of Tan Ky Town Kindergarten. In the petition, the teachers stated that when recruiting preschool teachers into the payroll in June 2011 in Tan Ky district, when adding up the priority points for admission, they all scored high but were not accepted, while many teachers from other schools with low scores were accepted. Not only that, Circular 09/2013/TTLT-BGDĐT-BTC-BNV has been in effect since April 25, 2013, which clearly stipulates the regime for preschool teachers, but up to now, the teachers have not enjoyed it.

Coming to Tan Ky Town Kindergarten, we were informed by Ms. Vo Thi Thanh and many other teachers: In June 2011, we were informed to apply for admission to the staff according to the "Plan for recruiting teachers and staff to work at kindergartens in Tan Ky district". During the recruitment, there were some of us who, when adding up the priority points for admission, reached 45 points but were not accepted, while in other schools, teachers who had just been in the profession for 1 year, scored 6 points, and had not had any outstanding professional achievements were still recruited into the staff.
Regarding the second content, Ms. Nguyen Thi Tuyet, along with the teachers, said: Circular 09/2013/TTLT-BGDĐT-BTC-BNV clearly states: "Preschool teachers who meet the professional qualifications of the job title and work under a labor contract at public preschool educational institutions are paid according to the professional salary table and enjoy salary allowances for preschool teachers according to regulations of the Government and the Prime Minister. They are entitled to regular salary increases and early salary increases according to regulations of competent authorities... However, up to now, we have not been resolved."
Regarding the first issue, it is known that this is a recruitment campaign following the policy of converting semi-public kindergartens into public kindergartens according to Decision 64/QD-UBND.VX dated January 7, 2011 of the Provincial People's Committee. Instead of sending the Plan and instructions to semi-public kindergartens (subjects of conversion), the Tan Ky Department of Education and Training sent them to all 24 kindergartens in the area. Therefore, not only 11 contract teachers at the Town Kindergarten (public system) made applications, but all contract teachers at public kindergartens in Tan Ky made applications, all hoping to be converted to be on the payroll.
Regarding this, through research, it is known that before the conversion, many teachers in public schools in Tan Ky were contract teachers, so the district intended to level all schools in this conversion so that all teachers would have the same opportunity. The reason is that there are more contract teachers in old public schools (before the conversion - PV) than teachers in semi-public schools that were subject to conversion during that time. Many teachers have been in the profession for a long time, some have worked for at least 5 years. Many are good teachers of the province, children of wounded soldiers, sick soldiers...

Regarding the content related to the implementation of Circular 09, Mr. Doan Tu Nghia said: The teachers' wishes are legitimate, however, the difficulty is that there is currently no funding to implement it. Mr. Nguyen Quoc Khanh, an expert of the Department of Education and Training's Organization and Personnel Department, added: Currently, in the province, the regime for children according to Circular 09 has been implemented, but the regime for teachers has not been implemented because there is no funding. On this issue, the Provincial People's Council has passed a resolution, and the inter-sectoral committee has also advised the Provincial People's Committee to prepare a dossier to submit to the Central Government to request funding. After the budget is poured in, it will be assigned to each locality to implement.
Thus, the questions of 11 teachers of Tan Ky Town Kindergarten are well-founded. First of all, regarding the content related to the conversion work, the reason is that in the direction and guidance work, Tan Ky district, specifically the Department of Education and Training, did not closely follow the policy of the Provincial People's Committee, which led to incorrect implementation. Regarding this matter, Tan Ky district needs to seriously learn from experience, handle the responsibilities of related officials, and at the same time explain specifically so that the teachers know and sympathize so as not to cause complaints and cause negative impacts on public opinion in the area. On the teachers' side, they also need to identify themselves as teachers of public preschools, which are not included in this conversion, so they need to wait for other opportunities. Your question regarding the implementation of Circular 09 is a legitimate wish, however the current difficulty is funding, this is a common problem for the whole province, not just Tan Ky, so you need to wait a little longer.
