Through the review in the spirit of Resolution 4 of the Central Committee (12th term), in many manifestations of collectives and individuals identified by all levels in Tan Ky, the problem of working style, manners, sense of responsibility and work efficiency of the team of cadres, civil servants and workers has emerged as not meeting requirements.
Many cadres and civil servants are not thorough and specific; many assigned tasks are not implemented on schedule and are ineffective; some even show a desire to be praised and applauded. The cause of this situation lies in the unclear assessment and handling of cadres, civil servants and workers.
From that reality, Tan Ky district has issued many projects and regulations on the issue of evaluating and handling cadres, civil servants and workers. The work of evaluating cadres is carried out by the district through "3 channels" including: people, businesses and from lower-level cadres to higher-level cadres.
In order to collect more information from the people, Tan Ky District Party Committee has publicly announced the entire list and phone numbers of the members of the District Party Committee Standing Committee, heads of the Public Security Department and the District Military Command in 269 blocks, hamlets and villages.
Through that, people can directly reflect on pressing and prominent issues at the grassroots level as well as those related to the sense of responsibility of officials at all levels.
For businesses, in addition to annual meetings and dialogues, district leaders also have a mechanism for contact and exchange in two forms: "we come to them and they come to us" to listen to the problems and difficulties, including harassment and annoyance of officials and civil servants to rectify, especially in the fields of construction investment, finance - budget, natural resources - environment...
In 2017, the Party Committees and Inspection Committees at all levels in Tan Ky disciplined 19 cadres and party members. Of these, 11 were reprimanded, 3 were warned, and 5 were expelled. Among the 19 cadres and party members disciplined, there was 1 comrade who was a member of the District Party Committee; 1 comrade who was a Deputy Secretary of the Party Committee and Chairman of the Commune People's Committee; 1 comrade who was a member of the Standing Committee of the Party Committee and Vice Chairman of the Commune People's Committee.
Another extremely important channel for evaluating cadres is for subordinates to evaluate superiors; accordingly, each grassroots party committee has a notebook to record and monitor the working sessions of district cadres in their locality, including who, when, what content of work, and whether the work helped the base, who harassed, who caused trouble.
Once a quarter, the commune is responsible for reporting to the District Party Committee's Organizing Committee for the Standing Committee of the District Party Committee to grasp, remind, and correct cadres if there are any shortcomings or limitations; at the same time, through that, the Standing Committee of the District Party Committee can also see where the cadres' capacity and responsibility are to make a close assessment.
On the other hand, every quarter, district-level agencies, first of all the District Party Committee, set an example by organizing a secret ballot to evaluate cadres, from the head of the Party Committee to the driver with 7 contents: ethics, spirit, work attitude, speech... to promptly correct and remind; if the second ballot is still found to have the same behavior and does not correct it, then it will be handled.
The District Party Committee also publicly announced to all grassroots Party Committees and district-level departments, offices and agencies the list of cadres and party members who violated discipline, with the content and form of handling of each specific individual every 6 months, creating a real deterrent. In the coming time, the district will continue to implement many solutions so that cadres, civil servants and workers are always proactive in performing their assigned functions and tasks well.
Every year, the Standing Committee, the Standing Committee of the District Party Committee, the Chairman and Vice Chairmen of the District People's Committee have hundreds of concluding documents, but the progress and results of implementing those conclusions are still general.
Therefore, the district has assigned the District Party Committee Office and the District People's Committee Office to establish a working group to help the Standing Committee and the District People's Committee compile, monitor, and urge conclusions and tasks each month, assigning specific organizations and individuals to take primary responsibility and completion time.
