Tan Ky: Clearly recognize the current situation and have solutions to build a strong political system.

Previously, the remote commune of Tien Ky was ranked at the bottom of the district in terms of political system. However, today Tien Ky has made many improvements, thanks to the gradually strengthening political system. Secretary of the Party Committee of Lo Ngoc Que commune said: In the situation of the local political system operating ineffectively, the slow socio-economic development, in 2013, the District Party Committee increased a district-level cadre to hold the position of Chairman of the People's Committee of Tien Ky commune.

In 2016, the Chairman of Tien Ky Commune People's Committee was transferred to be a district official, and Tan Ky District and the commune agreed to appoint Mr. Truong Ngoc Thach, a young official of the commune, to hold the position of Chairman of the Commune People's Committee. Being young and a son of local ethnic minorities, Mr. Thach has taken advantage of every opportunity, promoted democracy, created a team of capable and responsible officials from departments, branches and organizations, and continuously enhanced people's trust in the government.

Up to now, the grassroots cadres in Tien Ky have been paid attention to, have professional qualifications from intermediate level and above, working capacity, sense of responsibility, and public ethics are increasingly improved, meeting the job requirements in the new situation. From there, creating high consensus in the apparatus, high unity in thinking as well as work, creating trust among the people.

The practical movement in Tien Ky commune can be clearly seen: From the capital of Program 135/CP, the State's cement support and the people's contributions, in recent years, Tien Ky has built 13 km of roads in villages and hamlets; welfare works have also been invested in and built spaciously; currently the Commune Health Station has met national standards; kindergartens and primary schools have met standards, striving for the secondary school to meet standards by the end of 2018.

After the Commune Party Congress for the 2015-2020 term, the locality has "changed blood" in terms of staff, being a unit with a young staff structure ratio of over 17%, female staff ratio of 21%, 100% meeting professional qualifications standards, of which 8% of staff have university degrees and are highly trusted. These results are due to the timely leadership and direction of the district, especially good work in personnel work. All important issues in the locality are discussed democratically, openly, transparently, promoting democratic rights; all staff know and discuss the assigned targets, and there is a mechanism for inspection and supervision.

Thanks to a strong political system, the socio-economic situation of Tien Ky commune is constantly developing, gradually exploiting the local potential, aiming at the goal of building a sustainable new rural area. Tien Ky has been exploiting the local potential to develop key crops and livestock: raising buffalo, cows, goats; planting raw material forests, introducing new sugarcane varieties into intensive cultivation and cultivating high-yield hybrid rice varieties; forming many economic development models from breeding cows.

Notably, Mr. Vi Xuan Cau in Hamlet 2 received 100 million VND from Tan Ky District Youth Union to buy 5 cows, build a barn, and grow grass for livestock. After 2 years of implementation, Mr. Cau's family's herd of cows has grown to 10, helping his family have jobs and increase income. Mr. Cau's family will sell some cows, get back the initial capital, and transfer to other members.

By improving the operational capacity of the staff, it has created consensus and trust of the people in the leadership of the Party and the management of the local government. In 2016, the Party Committee of Tien Ky commune rose to achieve the title of Strong Party Cell, and the movements were among the top in the district.

Dong Van used to be the commune that was considered the most difficult in Tan Ky district in all aspects, especially the key cadres still had many limitations in management and operation. In order to build a strong political system capable of leading, managing and mobilizing the people to carry out the renovation and development, the Party Committee of the commune has focused on and strengthened political and ideological education, training in working style and manners for commune cadres and civil servants; created favorable conditions for commune cadres and civil servants to study and improve their political and professional qualifications.

Comrade Truong Van Duc - Secretary of the Dong Van Commune Party Committee said: Currently, 100% of the commune's cadres and civil servants have intermediate or higher professional qualifications, 95% of cadres and party members have intermediate political theory qualifications. In order to build a scientific and disciplined working style, the Commune Party Committee directed the People's Council and People's Committee to supplement and amend the content of the working regulations, each cadre must develop his/her own work plan for the month. In particular, assign specific and appropriate tasks to each cadre, civil servant and each field in the spirit of "collective leadership, individual responsibility".

Comrade Truong Van Nhat - Secretary of Nha Tra hamlet Party Cell, Dong Van commune said: Under the leadership of the Commune Party Committee, the Party Cell holds monthly meetings on schedule, Party members participate fully, and contribute many practical ideas. In particular, before implementing the construction of village projects, the Party Cell assigns specific tasks to comrades in the Party Cell Committee, and the Party Cell directs the establishment of a supervisory board, with the participation of the people to ensure high democracy and transparency. Thanks to that, in recent years, the Party Cell has always been recognized as clean and strong.

According to the assessment of Tan Ky District Party Committee, before 2011, the activities of the grassroots political system in the district still had many limitations and weaknesses, greatly affecting the development goals of the locality. From that situation, after discussing and agreeing, also in 2011, Tan Ky District Party Committee issued Plan 16-KH/HU dated June 1, 2011 on "Building a model of Party building work in 2011" in Ky Son commune; Plan No. 64-KH/HU dated April 24, 2013 on "Consolidating the construction of the political system in town units"; Plan No. 71-KH/HU dated June 19, 2013 on "Building a comprehensively strong grassroots political system"; 2 years of implementing Plan No. 98-KH/HU dated April 7, 2014 on "Consolidating and building the political system in Tan Huong commune".

After 3 years of implementation, the political system in the pilot units including Ky Son commune, town, and Tan Huong commune has had many comprehensive and substantial positive changes. This is the basis for Tan Ky District Party Committee to draw experience and direct other localities to implement in the whole district.

With the motto "substantial, sustainable, comprehensive", these localities have done a good job of planning cadres to meet the requirements of immediate and long-term tasks, the political system has truly innovated in its management and operation, from completing its tasks to now rising to become a strong Party organization.

With innovation in thinking, in organizing cadres and building the Party, the apparatus at all levels of Tan Ky has gradually affirmed the quality of its operations. From there, it has enhanced internal solidarity of the Party Committee from the district to the grassroots in carrying out local political tasks.
