- Why the shopping mall? Last time I clearly heard you bragging that the commune is about to have a new school to replace the old dilapidated school that has been there for decades.

- Yes, I did say that, but things were different before, and are different now!

- Why different?

- Before, the commune leaders said that the commune was poor and had nothing but human potential, so they had to take care of the children's education so that later, if they achieved high grades, they would have the opportunity to leave the village to establish a career.

- So why change now?

- Now the new term, the commune leadership is also new. People argue differently.

- How is it different?

- The commune is poor and needs to find a solution to increase revenue. Although the old school is degraded, it can still be used temporarily for a few more years. The land for the new school is located at the intersection of roads connecting neighboring communes, so a commercial center should be built for people to rent out space for business and trade. The rental income will be accumulated. In a few years, the old school will be rebuilt. That way, the commune will have revenue and the children will have a new, spacious, clean school.

- At first glance, all the arguments seem reasonable. But…

- But why?

- Those are all one-sided calculations, like "counting your chickens before they hatch". What if the shopping mall is completed and business fails? I'm afraid that at that time, there will be no new school, the market will be so poor that the income won't be enough to cover expenses, so what will we do?

- God knows how to calculate. By then, it might be another term, the old person has retired, the new person has taken over, who knows, he might have different thoughts.

- If business keeps changing constantly and inconsistently like that, how can it develop quickly and sustainably?

- What can we do? People say “new officials, new policies”. That old, individualistic way of thinking and behaving still remains among the “judgment-holders” in our country.

- Yes, our ancestors said it right "new officials, new policies"!
