It was not until March 10 that the Ministry of Education and Training made a decision and officially announced the separate enrollment plan of qualified universities, but currently, a number of universities and colleges in Nghe An are ready to propose enrollment plans for the 2014-2015 school year. According to the plan, the College of Culture and Arts will recruit 570 students in all majors. Particularly, the majors of Painting (H block), Music (N block) and Cultural Management will organize aptitude tests, while Literature will be considered for admission. According to Mr. Phan Mau Canh - Principal of the school: The form of both admission and exam not only saves money and avoids pressure on students, but also saves the cost of organizing the exam. At the same time, it creates conditions for candidates to have the opportunity to participate in exams at other schools in the form of "three in common". This is the method that a number of other cultural and artistic schools have applied in the previous exam and has received the full approval of the Ministry of Education and Training.

Mr. Nguyen Xuan Binh, Head of Training Department - Vinh University said: This year, Vinh University has at least 5 majors that combine admission with entrance exams, which are Agronomy, Agricultural Extension, Aquaculture, Preschool Education, and Physical Education.

Specifically, for the majors of Agronomy, Agricultural Extension, and Aquaculture, admission will be based on the following criteria: Taking the scores of 5 semesters: 2 semesters of grade 10, 2 semesters of grade 11, semester 1 of grade 12, if the total score of 3 subjects Math, Chemistry, Biology is 90 points or higher, with good ethics, admission will be granted. For the majors of Preschool Education (2 subjects Literature, Math) and Physical Education (2 subjects Math, Biology), the total score of 5 semesters must be at least 60 points or higher. After that, the school will accept the candidates to take the aptitude test, the exam questions are according to the regulations of the Ministry of Education and Training and the school's admission process. For the major of Preschool Education, the mandatory requirement is good ethics.

Also according to representatives of Vinh University and College of Culture and Arts, in the 2014-2015 school year there will be many quotas for children of ethnic minorities. For example, at the College of Culture and Arts, the province has allowed the school to directly recruit 30 quotas for children of ethnic minorities in remote areas. At Vinh University this year there are 450 quotas for children of ethnic minorities in region 30a, and students will receive applications according to the province's quota. Students with disabilities will be considered according to general regulations and some specific regulations of the school.

According to the draft of the Ministry of Education and Training on the regulations for university and college admission in 2014, there will be many changes in the priority policy, in the direction of only giving priority to disadvantaged areas. Accordingly, region 1, previously defined as localities in mountainous, highland, remote, and island areas, including communes in areas with particularly difficult socio-economic conditions according to the Government's regulations. Now, there are only particularly difficult villages and communes in region 3 (communes with particularly difficult socio-economic conditions) according to current regulations. On the other hand, previously, candidates whose father or mother is an ethnic minority will be classified as subject 1, but according to the new draft, to be recognized as subject 1, the candidate's parents must be in areas in region 1 according to the new draft regulations, otherwise they will only be classified as subject 6 (reduced by 1 priority point). With this amendment, it is expected that the number of priority subjects with added points in subject 1 will be reduced significantly and there will no longer be a huge difference in priority points between subject 1 and subject 3 of 3.5 points as before. According to many people, this adjustment is necessary, ensuring fairness for candidates and avoiding the situation where students "race" to register their household in mountainous areas to get extra priority points as before.

In particular, the draft new regulations also add priority subjects under the policy such as: people with disabilities, children of people infected with toxic chemicals; children of revolutionary activists, resistance fighters who were imprisoned by the enemy; children of people with revolutionary contributions... The subjects admitted directly to university are also expanded in the direction of candidates winning first, second, third and encouragement prizes in the Science and Technology Competition organized by the Ministry...

Some schools have their own preferential policies, for example, for many years now, Hanoi Law University has always directly recruited Labor Heroes, People's Armed Forces Heroes, National Emulation Soldiers who have graduated from high school... In addition, those who took the exam and were admitted to the University of Law, but in that same year were ordered to do military service or to join the youth volunteer camp, have now completed their service, been demobilized, discharged from the army but have not been admitted to any long-term regular school, are recommended by the regimental level in the army or the Youth Volunteer Corps, if they meet all the conditions and standards of health, have all valid documents, they will be considered for admission without having to retake the exam.

Another information that many candidates are interested in is that in addition to some majors that have been temporarily suspended from exams, there are still some other majors that have been opened, in which Hanoi Medical University is expected to open more majors for training bachelors in rehabilitation and bachelors in refraction. Ho Chi Minh City National University has just been allowed by the Ministry of Education and Training to open two new majors, which are Financial Engineering and Risk Management and Security - Information.

“After these changes, the doors to universities for 12th graders will be wider open. However, the quality requirements are also higher and the competition is increasingly fairer for all candidates,” said Mr. Nguyen Trong Hoan, Deputy Chief of Office of the Nghe An Department of Education and Training. Students should not worry about these changes. In the last months, they need to focus on reviewing, especially consolidating the basic knowledge in textbooks.
