Strengthening the conservation of rare and precious wildlife
Prime Minister Nguyen Tan Dung has just issued a directive requesting ministries and local branches to strengthen direction and implementation of measures to control and conserve endangered, precious and rare wild animals.
Recently, the situation of illegal trading, transportation, export, import and use of endangered, precious and rare wild animals, including specimens of foreign species such as rhino horn, African elephant tusk, pangolin, tiger... has become complicated, negatively affecting natural resources.
Illegal wildlife trade reduces economic, social and environmental benefits, generates illegal revenue, destabilizes national security and risks the emergence and spread of new infectious diseases, and negatively impacts Vietnam's image in implementing international conventions to which Vietnam is a member, affecting cooperative relations with a number of countries in the world and many international organizations.
Resolutely handle illegal wildlife specimen trading hotspots

At the same time, coordinate to strengthen inspection and strict control of airports, seaports, international roads, and border crossings; focus on detecting and thoroughly handling illegal trading spots of wildlife specimens, including fake specimens, in border areas and in the domestic market; resolutely comply with legal regulations in the process of investigating and handling violators; strengthen propaganda and raise awareness among people and civil servants in this field.
The Ministry of Justice shall preside over and coordinate with relevant agencies to research and propose the completion of legal provisions related to violations of regulations on the protection of endangered, precious and rare wild animals, ensuring that all violations in this field must be handled in accordance with the provisions of law.
The Prime Minister requested the Supreme People's Procuracy and the Supreme People's Court to direct their affiliated prosecution agencies to closely coordinate with investigative agencies to step up investigation, prosecution, and trial of subjects who violate criminal law in the purchase, sale, and transportation of rhinoceros and elephant specimens and specimens of other rare, precious, and endangered wild animals.
Strengthening propaganda and dissemination of regulations on wildlife conservation
The Ministry of Foreign Affairs directs Vietnamese representative agencies abroad to strengthen educational activities, propaganda, and dissemination of legal regulations on wildlife conservation of the host country and international conventions to the Vietnamese community working, living, visiting and traveling abroad, and to mobilize the Vietnamese community not to participate in illegal hunting, trading, and transportation of wildlife specimens in the host country.
The Ministry of Information and Communications shall strengthen the work of preventing and handling acts of taking advantage of the provision and use of the internet and online information for the purpose of advertising, propagating, and illegally buying and selling goods and services regarding wildlife specimens; promote propaganda, education, and dissemination of legal regulations on the management and conservation of endangered, precious, and rare wildlife so that people know and comply.
The media shall intensify propaganda on good examples of wildlife conservation and trade control; provide objective information to ensure national interests; actively detect and strongly condemn acts and actions that violate the provisions of Vietnamese law and the International Convention on the Conservation of Endangered, Precious and Rare Wildlife Species; actively participate in disseminating, propagating and educating on the law; and propose state management solutions to competent authorities.
The Prime Minister requested the People's Committees of provinces and centrally run cities to direct agencies and units in their localities to strictly implement the State's legal regulations and the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), and regularly organize propaganda, education, and dissemination of legal regulations on wildlife management and conservation.
At the same time, organize inspection, prevent, detect and strictly handle organizations and individuals who violate regulations on hunting, capturing, buying, selling, transporting, raising, slaughtering, trading, storing, exporting, importing, and re-exporting wild animals and products and derivatives that are illegal and comply with CITES regulations; direct inter-sectoral forces at border gates to strengthen inspection and control to prevent illegal transportation of wild animal specimens across the border.
