Recently, the situation of fires and explosions across the country has been complicated and unpredictable, causing very serious damage to people and property, greatly affecting all aspects of social life and the ecological environment. In Nghe An, the climate and weather have been harsh, with prolonged heat over a large area, so the situation of fires and explosions and the damage caused by fires and explosions has tended to increase. In May 2015 alone, Nghe An province had 5 fires, 6 fires in residential areas, injuring 1 person, burning 2 cars and other types of property, with a total value of 450 million VND; 6 forest fires occurred, causing damage to about 24.9 hectares of forest, especially the forest fires that occurred in Thanh Chuong, Nam Dan, Do Luong districts on May 25, 26 and 29, 2015, burning dozens of hectares of pine forests.
It is forecasted that in the coming time, the weather will continue to have many complicated developments, prolonged heat, with temperatures reaching 40 - 42 degrees Celsius, combined with strong southwest winds and little rain. These are factors that will increase the risk of fires and forest fires in the area and make them more complicated.
To strengthen fire prevention and fighting; proactively prevent, contain and minimize damage caused by fires and explosions in the province in the coming time, the Provincial People's Committee requests:
1. Directors of Departments, Heads of relevant departments, branches, organizations and Chairmen of People's Committees of districts, cities and towns.
- Continue to seriously implement the Law on Fire Prevention and Fighting; Law amending and supplementing a number of articles of the Law on Fire Prevention and Fighting; Decree No. 79/2014/ND-CP, dated July 31, 2014 detailing the implementation of a number of articles of the Law on Fire Prevention and Fighting; Directive 28-CT/TU dated March 17, 2015 of the Standing Committee of Nghe An Provincial Party Committee on strengthening the leadership of Party committees at all levels in fire prevention, fire fighting and rescue in Nghe An province; Directive 06/2015/CT-UBND dated February 13, 2015 of the Provincial People's Committee on strengthening measures to combat illegal deforestation and forest fire prevention and fighting in 2015; Directive No. 02/2012/CT-UBND dated January 12, 2012 of the People's Committee of Nghe An province on strengthening fire prevention and fighting in markets, commercial centers, and private production establishments in the province; Plan No. 315/KH-UBND-NC dated June 3, 2015 of the People's Committee of Nghe An province on implementing Directive No. 28-CT/TU dated March 17, 2015 of the Standing Committee of the Provincial Party Committee... to raise awareness and responsibility of all levels, sectors and the entire population on fire prevention and fighting.
- Clearly define the responsibilities of heads of all levels of government, heads of agencies, enterprises and units in organizing and implementing fire prevention, fighting and rescue work within their scope of management; thoroughly implement solutions and measures on fire prevention, fighting and rescue and be responsible for ensuring fire prevention and fighting safety in agencies, units and localities.
- Strengthen the State management of fire prevention and fighting at units and localities. When a fire or explosion occurs, it is necessary to promptly mobilize local forces and means to deploy effective fire fighting measures in the early stages; actively coordinate and cooperate closely with the Army and Border Guard forces stationed in the area (especially in forest fire fighting) and the Fire Prevention and Fighting Police force to promptly fight fires, in order to minimize damage to people and property; promptly overcome the consequences and stabilize the situation.
- Direct agencies, units, businesses, establishments... in the area to strengthen fire prevention and fighting; organize signing of commitments to ensure no fires or explosions occur. At the same time, take measures to require establishments and residential areas to increase security forces, patrol and guard during the peak of the hot season.
- The People's Committees of districts, cities and towns direct the Radio and Television Stations of districts, cities and towns to continue to strengthen the development of columns on fire prevention and fighting in general and forest fire prevention and fighting in particular.
- The People's Committees of Nam Dan and Hung Nguyen districts immediately deployed fire prevention measures at the Kim Lien relic site and the relic site of the late General Secretary Le Hong Phong, to take maximum precautions to prevent fire and explosion incidents.
2. Department of Information and Communications, Provincial Radio and Television Station, Nghe An Newspaper
Increase the time for reporting, propagating, disseminating and educating legal knowledge on fire prevention and fighting; measures to overcome violations of fire prevention and fighting; reflect irresponsible behaviors; serious violations of fire prevention and fighting of related establishments and individuals on mass media to enhance education and prevention; promptly notify and warn on mass media about establishments and areas with high risk of fire and explosion so that cadres and people know, have remedial measures and proactively prevent, especially forest fire prevention, fires in large industrial parks, supermarkets, markets, etc.
3. Provincial Fire Prevention and Fighting Police
- Proactively grasp the situation, deploy forces to survey key areas, regions, and facilities at high risk of fire and explosion; roads, water sources, and fire-fighting water intakes to coordinate with sectors, levels, and functional forces to deploy plans to ensure fire prevention and fighting safety in the area.
- Launch a general inspection of fire prevention and fighting safety in the province, focusing on high-rise buildings, markets, commercial centers, chemical facilities, gasoline, liquefied petroleum gas (Gas), industrial parks, Kim Lien relic site, relic site of former General Secretary Le Hong Phong, production facilities with high risks of fire and explosion, karaoke services, dance clubs..., promptly detect and request immediate correction of loopholes and shortcomings that could cause fire and explosion. Resolutely handle cases of intentional or serious violations of regulations on fire prevention and fighting.
- Continue to develop, consolidate and review fire prevention and fighting plans for all types of facilities under fire prevention and fighting management. Take the lead and coordinate with the People's Committees of districts, cities and towns; key agencies, units and enterprises at high risk of fire and explosion to organize drills on plans to handle large fire and explosion situations and rescue and relief operations with the mobilization of many forces and means.
-Strictly maintain 24/7 combat readiness in terms of both personnel and equipment; ensure readiness to promptly and effectively extinguish fires and explosions.
4.Provincial Police
Direct the professional departments and police of districts, cities and towns to preside over and coordinate with the fire prevention and fighting police units and the Forest Protection Department to strengthen preventive measures and investigate and clarify the causes of fires and forest fires in the area.
5.Provincial Military CommandCoordinate with the Provincial Fire Prevention and Fighting Police and relevant agencies and units to deploy plans and measures for fire prevention, fighting, and rescue at facilities and units of the National Defense operating in the province; be ready to mobilize fire fighting forces when required.
6. Department of Agriculture and Rural DevelopmentDirect the Forest Ranger force to strengthen the inspection of forest fire prevention and fighting safety; regularly coordinate with the People's Committees of districts, cities, towns, relevant agencies and units to identify and give early warnings of forests at high risk of fire for proactive prevention. Advise the Provincial People's Committee to direct the mobilization of forces and means to participate in forest fire fighting quickly, promptly and effectively.
7. Department of Culture, Sports and TourismCoordinate with the People's Committees of districts, cities and towns to strengthen control over the implementation of regulations on entry and exit to relic sites, the use of flammable means and tools at relic sites (electrical equipment, incense burning...) and coordinate the implementation of fire prevention and fighting measures at relic sites, paying special attention to the Kim Lien relic site and the relic site of the late General Secretary Le Hong Phong.
8. Proposal to the Provincial Fatherland Front Committee and member organizationsCoordinate with provincial departments, branches, and authorities at all levels to strengthen propaganda and mobilize union members, association members, and people to perform fire prevention and fighting work well; coordinate with functional forces to organize fire fighting when fire or explosion incidents occur.
Requesting Directors of Departments, Heads of provincial-level departments, branches and organizations; Chairmen of People's Committees of districts, cities and towns to seriously implement. Report the implementation results to the Provincial People's Committee before October 30, 2015.
