According to the report of the Department of Agriculture and Rural Development, currently summer-autumn rice is in the panicle initiation stage, and winter-spring rice is in the tillering to late tillering stage; on summer-autumn rice, pests and diseases such as small leaf rollers, brown planthoppers, and white-backed planthoppers have arisen, causing complex damage and tending to cause severe damage on a large scale. In the coming time, the scope and density of planthoppers will continue to increase and may cause "planthopper fires" if not detected and timely control is not organized. In addition to the above two pests, leaf blight, two-spotted stem borers and some other pests and diseases are also developing very complicatedly.

Therefore, to minimize the damage caused by pests and diseases, and successfully protect the 2013 summer-autumn crop production, the Chairman of the Provincial People's Committee requests the Chairmen of the People's Committees of districts, cities, towns and heads of relevant agencies and units to properly implement the following contents:

1. Chairman of People's Committee of districts, cities and towns:

- Focus on directing local authorities to closely follow the grassroots, organize propaganda, and direct farmers to promptly and effectively prevent and control pests and diseases; especially the fifth generation of small leaf rollers, brown planthoppers, white-backed planthoppers and leaf blight according to the instructions of the Plant Protection Department and plant protection stations; absolutely do not let the phenomenon of "planthopper fire" occur on a large scale. For localities where pests and diseases arise, develop and cause great damage such as Dien Chau, Yen Thanh, ... immediately establish working groups led by leaders of the district People's Committee and heads of relevant departments and offices to go to areas severely affected by pests and diseases to inspect and urgently direct the implementation of prevention and control measures.

Strengthen inspection and strictly handle violations in the trading of plant protection drugs to avoid the use of poor quality drugs. Closely coordinate with the Department of Agriculture and Rural Development, especially the Plant Protection Department and mass media agencies to provide information, guidance, propaganda and direction for farmers to properly use drugs recommended by plant protection agencies. Proactively balance local budgets to support farmers in purchasing pesticides when pests and diseases are limited.

2. Department of Agriculture and Rural Development:

- Assign leaders of the department and related departments, offices and units to each locality with high risk of pests and diseases to coordinate with the People's Committees of districts, cities and towns to grasp the situation of pests and diseases and have timely measures to direct prevention and control.

- Directing the Plant Protection Department:

+ Strengthen inspection and control of pesticide trading to detect and strictly handle cases of trading in drugs not listed in the list; fake drugs, and poor quality drugs. At the same time, send staff to closely follow the base to investigate, detect and promptly and accurately report the situation of pests and diseases to have appropriate prevention and control measures.

+ Closely coordinate with mass media agencies to regularly inform about the emergence, development and damage of pests and diseases to propagate, advise and guide farmers on timely and effective prevention measures.

- Coordinate with the Department of Finance to advise the Provincial People's Committee to support funding for timely prevention and control of pests and diseases when necessary.

3. Department of Finance:

Preside over and coordinate with the Department of Agriculture and Rural Development to promptly advise and submit to the Provincial People's Committee to support funding for pest and disease prevention for localities when necessary, in order to limit and control the emergence and development of pests and diseases, especially when pests and diseases are developing in a small area.

4. Provincial Radio and Television Station, Nghe An Newspaper:

Coordinate with the Department of Agriculture and Rural Development (through the Plant Protection Sub-Department) to increase broadcasting time to advise and propagate farmers to properly implement pest prevention and control measures set forth by specialized agencies; report on localities, units and individuals that have done well and those that have not done well.

Above are some urgent tasks that need to be implemented to protect crops in the summer-autumn crop of 2013. The Chairman of the Provincial People's Committee requests the Chairmen of the People's Committees of districts, cities and towns; Heads of relevant sectors and units to seriously implement this Official Dispatch.
