Before the meeting with Vinh City People's Committee, Mr. Huynh Thanh Dien inspected the progress of the Hung Hoa wastewater treatment plant construction project. Hung Hoa wastewater treatment plant has a capacity of 25,000m3/day/night, invested by the German Reconstruction Bank, with a total investment of 387 billion VND. The project started in December 2010 and is now in the preparation stage for acceptance, handover and putting into use. Next, the delegation inspected the canal system and pumping station in the south of the city.

At the meeting, the leaders of the City People's Committee reported on the current status of the drainage system: Vinh City currently has 5 level 1 canals, the level 2 canal system was built a long time ago with poor drainage capacity, only 40 - 50% left, the level 3 canal system was built by the people, the connection does not ensure the technical structure. Most of the city's canals have degraded with the deposition of mud, grass and trash, blocking the flow. In addition, many construction projects at the connection points have not been put into use. The unreasonable design of pumping stations is the basic cause of flooding in the city during the rainy and stormy season. The city has also taken many measures to limit flooding in the area, but the results are still limited.

Concluding the meeting, Comrade Huynh Thanh Dien directed the City to urgently implement the dredging of level 1 and level 2 canals, prioritizing the construction of canals in key areas of flooding; Decentralize the management and maintenance of level 3 canals, mobilize the entire population (the core force is the Youth Union) to dredge the entire canal. The City established inspection teams for projects under construction that affect drainage, assigning investors to be responsible for resolving blockages caused by the units. The City reviewed the drainage system to advise the Provincial People's Committee on effective directions to prevent flooding in the area; The Hung Hoa wastewater treatment plant project accelerated the progress of putting into use in October. Relevant departments and branches together with the City directed the Hanoi Housing Corporation to handle the shortcomings at the pumping station in the South of the City, and in early October, submit to the Provincial People's Committee for design adjustments and treatment plans.
