Strengthening administrative reform, improving the effectiveness and efficiency of state apparatus management

(Baonghean.vn) -This afternoon, February 20, the People's Committee of Nghe An province continued its regular February meeting to listen to and give opinions on a number of important issues. Comrade Ho Duc Phoc - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee chaired the meeting. Also attending were representatives of provincial departments, branches and sectors.

At the meeting, the leaders of the Department of Home Affairs reported on the results of 4 years of implementing the Resolution of the 5th Central Committee (10th tenure) on "Promoting administrative reform, improving the effectiveness and efficiency of State apparatus management"; Draft Conclusion of the Provincial Party Committee on continuing to promote administrative reform in the period 2011-2015.

During the 4 years of implementation, with the regular and drastic direction of the Provincial Party Committee and the Provincial People's Committee, the administrative reform work has achieved quite comprehensive results in all contents; the sectors and districts have paid more attention to the direction and organization of task implementation; the work of issuing documents has been innovated; the policy mechanism has been gradually improved to meet the requirements of management and development; administrative procedures in all fields have been reformed in the direction of simplicity and convenience in transactions; the organizational apparatus has been stably arranged, the payroll has been reduced; the quality of cadres and civil servants has been gradually improved.

Through administrative reform, the effectiveness of the provincial State agencies has been gradually improved, contributing significantly to the socio-economic development of the province. However, the report also pointed out that administrative reform has not yet met the requirements, the results of change are still slow, and there are still many limitations and shortcomings. On that basis, solutions are proposed to continue promoting administrative reform in the period 2011-2015.

Next, the Department of Culture, Sports and Tourism reported on the Nghe An Vi Giam Folk Song Festival Project. The expected time to be held is in the second quarter of 2012, on the scale of Nghe An and Ha Tinh provinces, chaired by Nghe An province with many diverse cultural activities to preserve and honor cultural values, promote the image of Nghe An to domestic and international friends. After listening to the comments of representatives of departments, branches and sectors, the Chairman of the Provincial People's Committee proposed to revise the Nghe An Vi Giam Folk Song Festival. It is necessary to focus on key activities, honoring Vi Giam singers. At the same time, be proactive in funding issues, call on businesses to participate in sponsorship, review the content, and complete the project.

Also this afternoon, the Provincial People's Committee listened to a report from the Provincial Border Guard Command on the Project "Improving the effectiveness of mass mobilization work, contributing to building and firmly protecting the sovereignty and security of the western border of the province, 2012-2015 period and the following years".

Concluding this content, the Chairman of the Provincial People's Committee highly appreciated the work of the Provincial Border Guard Command in developing the Project. He requested the unit to receive opinions from departments and branches to complete the project. The project needs to clarify the solutions and completion roadmap; clearly assign the functions and tasks of specific departments, branches and branches in the process of implementing the project.
