Strengthening direction to bring agricultural and rural policies into life

(Baonghean.vn) - Continuing the 2015 monitoring program, on the morning of October 2, the Standing Committee of the Provincial People's Council chaired by Mr. Tran Van Mao - Standing Member of the Provincial People's Council had a working session with the People's Committee of Dien Chau district on the implementation of Resolution No. 125/2014/NQ-HDND, dated July 16, 2014 on a number of investment policies for agricultural and rural development.

Also participating in the monitoring delegation were representatives from the Department of Agriculture and Rural Development; Finance; Provincial Inspectorate; and the Bank for Agriculture and Rural Development.

Mr. Tran Van Mao - Standing Member of the Provincial People's Council chaired the meeting.

According to the report of Dien Chau District People's Committee, out of 25 groups of policies according to Resolution No. 125/2014/NQ-HDND of the Provincial People's Council and specified by the Provincial People's Committee in Decision No. 87/QD-UBND, dated November 17, 2014, Dien Chau District has implemented 9 policies. Specifically, including policies to support winter corn seed prices; support peanut seed prices; support nylon covering winter peanuts; commercial cattle and buffalo breeding; conversion of crop structure; support of life buoys for poor households and policy households; raising foreign pigs; agricultural machinery; building offshore fishing boats. The total budget allocated by the province is more than 5.6 billion VND.

Mr. Chu The Huyen - Chairman of Dien Chau District People's Committee affirmed that the implemented policies have brought about effective production development in the district.

The policy items under Resolution No. 125 of the Provincial People's Council are basically close and suitable to the needs of agricultural, rural and fishery development. However, the implementation of policies is not synchronous, some policies are not suitable, while the local demand is large, but the province's ability to respond in terms of resources is limited. The implementation of the disbursement process is still cumbersome and complicated, leading to slow progress. Although people have a need for some policies, the district has not yet proposed them to the province...

Mr. Nguyen Trung Long - Department of Finance clarified some difficulties in resources to ensure full implementation of the policy.

Mr. Le The Hieu - Head of the District Agriculture Department pointed out some difficulties and problems in the process of implementing the policy.

The monitoring delegation acknowledged the implementation of the Resolution of the Provincial People's Council into life, contributing to promoting economic development in Dien Chau district. The delegation also recommended that the district review policies according to Resolution 125, thereby supplementing the priority and key support lists of the district. Pay attention to coordinating with the sectors to implement disbursement procedures that are both in accordance with regulations and quick. Strengthen direction, inspection and urging the implementation of Resolution 125 of the Provincial People's Council more effectively, contributing to promoting the district's economic development.
