Strengthening spring crop production guidance

(Baonghean) - Spring crop is the main crop of the year and accounts for a large proportion of the province's agricultural production, so the focus on direction from local authorities at all levels and related sectors is extremely important. Reality has shown that localities that regularly stick to the grassroots and give strong direction often have a good spring crop.

At this time, in Khanh Thanh commune - Yen Thanh, people are actively building banks and repairing the fields. Mr. Van Lam in Dong Phu hamlet (Khanh Thanh) stopped hoeing and said: "The land conversion from small plots to large plots has just been divided to the people, the fields are uneven in some places, high in others. Following the direction of the Dong Phu hamlet management board, my family is focusing on leveling the fields and repairing the banks and harrowing the fields to prepare for spring planting."

Mr. Phan Dinh Tao - Head of Dong Phu hamlet is guiding people to build embankments on Roc Nghe field, said: Up to this point, the hamlet has converted from small plots to large plots and allocated 40 hectares of rice land/120 households to the people... The people have contributed over 200 million VND to rent machines and with human labor to dig and build internal traffic, 14,384 m3 of mud and soil. The hamlet has guided and directed people to level the fields after converting over 80% of the area. Mobilizing people's strength, they caught over 2,000 rats, dredged over 5,000 m3 of mud and soil from the canals in fields I, II and Ran. To effectively direct the spring crop production, the hamlet has established a Spring Crop Production Steering Committee for 2014, including the hamlet chief as head of the committee and the hamlet secretary as deputy head of the committee, along with other members (hamlet agricultural extension workers and irrigation team leaders...) to inspect the seeds, sowing, and crop calendar.

Mr. Nguyen Nhu Tung - Head of the Khanh Thanh Commune Agriculture Committee said: To prepare well for the 2014 spring crop, the commune directed the hamlets to hold meetings to contribute to the draft production plan to suit the conditions of each field. After having the official spring crop production plan, the hamlet chief and the hamlet party cell secretary coordinated with the members of the commune steering committee to disseminate the plan; organize hamlet meetings, propagate by loudspeaker, strictly follow the crop calendar and sow rice seedlings covered with plastic to prevent cold. Thanks to the smooth coordination between the district, commune and hamlet levels, Khanh Thanh has been successful in directing the work. People have realized that as a low-lying area, spring crop production must be closely linked to the summer-autumn crop production time to ensure harvest before the rainy season in September, so they must strictly follow the crop calendar. Up to this point, the commune is directing people to focus on plowing and pounding the land to prepare for the summer-autumn crop. Continue to organize dredging of weak canals and repair of banks.

This spring crop, Yen Thanh planted over 13,000 hectares of rice. To successfully implement spring crop production, Yen Thanh has strengthened its direction. The District People's Committee held workshops with communes to disseminate the seed structure and indicators, thereby synthesizing the indicators and adding them to the district's spring crop production project. The district is directing communes to level the fields and prepare the land for rice planting. The main canals and level 3 canals have all been dredged and cleared.

In Do Luong district, preparations for the spring crop are quite busy, in many fields, people are repairing the fields and plowing the land. Mrs. Tran Thi Oanh in Yen Minh - Yen Son (Do Luong) said: "The hamlet directs people to plow the land early to soak and liming to eliminate pests and diseases. In addition, our hamlet organizes meetings to inform us about the spring crop production plan, to understand the crop schedule and variety structure." Mr. Nguyen Van Tai - Head of Yen Minh hamlet, Yen Son commune (Do Luong) confided: The hamlet has 120 households, planting nearly 16 hectares of summer-autumn crop. In addition to disseminating the spring crop production plan every day, the hamlet management board also propagates through loudspeakers about complying with the crop calendar, covering seedlings with plastic to avoid the cold... Up to this point, Yen Minh hamlet has repaired the field surface and the bank of the plot over 90% of the area, focusing on dredging canals with over 200m3 of mud in Dong Quan, Huoi Tam... and exterminating over 1,000 rats.

Yen Son commune is currently organizing meetings with 13 hamlets to approve the spring crop production plan. The 2014 spring crop production steering committee has assigned tasks to each member to stay close to the hamlets, instructing people from land preparation, planting seedlings, and guiding planting density. To prepare for the spring crop, the commune dredged 1,920m3 of mud from canals and ditches, dug and repaired 8,621m3 of the bank of the field and internal traffic, installed 220 works on the internal traffic route, and killed over 7,000 rats (the commune allocated a budget to support 1,000 VND/rat tail).

It is known that before entering the new production season, Do Luong district directed the communes to summarize the agricultural production in 2013 and draw lessons, see which varieties are effective, draw lessons in directing production to make up for the new season. Identifying 2014 as a year of complex weather conditions and many difficulties, the Party Committee and the authorities are focusing on directing departments and functional units to coordinate with the communes and towns to direct people to implement spring production. Assigning targets for spring crops. Assigning staff to 14 members of the Steering Committee to stay close to the grassroots and be responsible to the Party Committee and the authorities. The district agricultural extension station has provided technical guidance to the communes on guiding the production of crops from intensive rice cultivation, seedling planting techniques, and plastic covering techniques for rice. Intensive cultivation techniques for corn, peanuts, green beans, etc. The Plant Protection Station has forecasted some spring crops in 2014 and organized prevention plans.

However, there are still limitations in the direction work due to the limited level of agricultural extension in hamlets and communes, and irrigation work is still difficult because communes have to take care of their own expenses, such as in Yen Minh - Yen Son hamlet (Do Luong), the person in charge of irrigation is only paid 3.6 quintals of rice/year. The direction work at the grassroots level in some places is not good, and cold prevention and disease monitoring on crops are still neglected, and direct sowing is still arbitrary in some units.

The Department of Agriculture has directed localities to develop specific spring crop production projects, close to local realities, in order to maximize available advantages. Especially the plan to prevent black-striped dwarf disease from the district, commune to the village level; it is necessary to thoroughly disseminate to the comrades in charge of the region to assign the commune to implement the project well. Strengthen the organization of inspection teams, supervise the quality of plant varieties, fertilizers, pesticides, etc. to improve the service tasks, services, and quality of materials and goods for agricultural production. Direct farmers to strictly implement the seed structure and crop calendar, especially for the rice planting season, absolutely do not sow directly. Further tighten the state management of the production and trading of plant varieties, pesticides, materials, and fertilizers. Ensure that fertilizers and materials for production and circulation on the market are of good quality, reasonable prices, and timely serve the proposed production plan.

To produce a successful spring crop, it is necessary to strengthen the grassroots direction, direct and supervise the implementation of technical measures, especially the implementation of rice planting seasons close to each rice variety. Timely inspection and remedial work, drawing lessons from the grassroots must be considered the focus of production organization and direction. For the cadres directing spring crop production who have not fulfilled their responsibilities in directing and supervising, causing pests and diseases, water shortages, poor quality seeds, etc., they must be handled and reviewed to clarify their responsibilities.
