Strengthening security and order before, during and after Tet
On November 28, 2013, the Chairman of the Provincial People's Committee issued Official Dispatch No. 37/CD-UBND-NC to provincial departments, branches, sectors, and organizations; People's Committees of districts, cities, and towns. The contents of the Official Dispatch are as follows:
In recent times, Party committees and authorities at all levels have directed functional branches and forces to proactively grasp the situation, direct the timely resolution of complicated incidents and emerging security and order issues; effectively combat and prevent sabotage plots of hostile forces and reactionary elements; curb the increase of all types of crimes; detect and dismantle many criminal networks and gangs, eradicate many complicated areas and gathering places; protect the safety of major political and social activities taking place in the area... maintain political security and social order and safety, effectively serving the socio-economic development tasks of the province.
However, the security and order situation in the area is still complicated. Enemy forces, reactionary elements, and political opportunists continue to increase their sabotage activities; disputes and complaints among the people still occur frequently. Some types of crimes such as murder, intentional injury, robbery, and theft tend to increase; drug crimes and social evils continue to develop complicatedly; illegal production, trading, transportation, storage, and use of fireworks, smuggled goods, counterfeit goods, and prohibited goods, violations of food hygiene and safety, and environmental pollution still have great potential, especially during the time before Tet. Traffic accidents, fires, and explosions have decreased but are not sustainable.
The above situation has many causes, but mainly due to the awareness, sense of responsibility, and role of some Party committees, local authorities, some sectors, and some people in ensuring security and order, which are sometimes and in some places inadequate. State management of security and order is sometimes and in some places still lacking, and propaganda and education on the law have not met requirements. In addition, the functional forces performing the task of ensuring security and order are still thin, with many shortcomings in equipment, means, funding, and policies; coordination between functional forces is sometimes not tight; the movement of the whole people to protect national security is not strong in many places.
To focus on solving the above situation, contributing to ensuring security and order before, during and after the Lunar New Year 2014, the Chairman of the Provincial People's Committee requested directors of provincial departments, branches, sectors, and organizations, and chairmen of district, city and town People's Committees to well implement the following contents:
1. Continue to direct the implementation of major policies of the Central, Provincial Party Committee, Provincial People's Committee on ensuring security and order, such as: Conclusion No. 86-KL/TW of the Politburo on continuing to implement Directive 05-CT/TW dated November 5, 2010 on strengthening the Party's leadership in ensuring national security in the new situation; Directive No. 48-CT/TW dated October 22, 2010 of the Politburo on strengthening the Party's leadership in crime prevention and control, drug prevention and control in the new situation; Resolution No. 88/NQ-CP dated August 24, 2011 of the Government on strengthening key solutions to ensure traffic order and safety, Directive No. 24/CT-TTg dated November 8, 2013 of the Prime Minister on strengthening management measures for electric two-wheeled vehicles; Directive No. 13-CT/TU of the Provincial Party Committee on strengthening leadership and direction of drug prevention and control work in the new situation...
2. Do a good job of grasping, forecasting, and controlling the situation, especially issues related to religion, borders, sea routes, rural areas, urban areas, internal affairs, ideological culture, information security; the situation of conflicts, complaints, and disputes among the people; the situation of activities of all kinds of crimes and social evils... to advise, direct, and coordinate to effectively resolve, maintain stability at the grassroots level, and not let new complications arise or "hot spots" form. Proactively prevent and stop signs of "self-evolution" within the organization.
3. Improve the effectiveness of state management of security and order, especially the management of entry and exit, temporary residence, temporary absence, management of foreigners and overseas Vietnamese; management of conditional business lines and occupations, fire prevention and fighting; management of weapons and explosives, ensuring traffic order and safety, preventing major fires and explosions, containing and reducing traffic accidents. Protect the safety of key targets, major political and social events taking place in the area, high-ranking delegations of the Party, State, and international guests visiting and working in Nghe An.
4. Strengthen propaganda and education to raise awareness among cadres, party members and people about the Party's guidelines, policies and the State's laws to raise vigilance, proactively prevent and fight to defeat all sabotage plots of hostile forces, reactionary elements and activities of all types of criminals.
5. The Provincial Fatherland Front Committee presides over and coordinates with departments, branches, organizations and localities to vigorously launch the movement of the entire people to protect national security in residential communities. Focus on building and replicating advanced models and examples in the movement of the entire people participating in preventing crimes and social evils. Improve the effectiveness of the core force to protect security and order, contributing to consolidating a strong political system, meeting the requirements of the task.
6. The Provincial Radio and Television Station, local newspapers and central newspapers located in the province shall strengthen propaganda on the results of the fight against crime, commend examples of "good people, good deeds"; encourage and support groups and individuals with outstanding achievements in the fight against crime; strongly criticize negative phenomena, violations of the law and proactively warn and raise people's awareness.
7. The provincial police shall preside over and coordinate with provincial departments, branches, sectors, and organizations, and the People's Committees of districts, cities, and towns to synchronously and resolutely deploy preventive measures and step up the attack and suppression of crimes. Focus on emerging crimes such as murder, intentional injury, robbery, property snatching, theft, human trafficking, etc.; dangerous criminal gangs, groups, lines, and organizations, mobile activities; complicated drug and social evil lines, areas, and gathering places; improve the effectiveness of the fight against corruption, illegal production, transportation, trading, and use of prohibited, counterfeit, and smuggled goods,
explosives, fireworks...
8. The Provincial People's Procuracy directs the effective implementation of the function of supervising judicial activities and exercising the right to prosecute according to the provisions of law, ensuring the right person, the right crime, and preventing injustice and mistakes in criminal proceedings. Coordinate and unify with the investigation agencies and people's courts at all levels to select a number of typical cases to focus on investigating, prosecuting, and strictly trying them to serve the work of propaganda and deterring criminals.
9. The Provincial Border Guard Command shall preside over and coordinate with the Provincial Customs Department, relevant agencies, and local authorities to strengthen the management of border areas and border gates; proactively deploy measures to prevent and attack crimes in border areas in conjunction with promoting the movement of the entire population to protect security.

10. Provincial departments, branches, sectors and organizations, based on their functions and tasks, direct and coordinate with the People's Committees of districts, cities and towns to deploy measures to ensure security and order, especially strengthening state management, proactively overcoming loopholes and shortcomings in state management that criminals take advantage of to commit crimes.

In places where security and order are complicated, crime increases, traffic accidents increase, fires and explosions occur and cause great damage, the heads of relevant departments and branches, and the chairmen of the district-level People's Committees in that locality must take full responsibility before the Chairman of the Provincial People's Committee.
11. The Provincial Police Department shall preside over and coordinate with the Provincial People's Committee Office to regularly monitor, guide, inspect and urge the implementation of this telegram. Synthesize and advise the Chairman of the Provincial People's Committee to periodically or suddenly reward collectives and individuals with outstanding achievements; criticize and take appropriate measures to handle collectives and individuals who perform ineffectively and lack a sense of responsibility, leading to complicated incidents.
Request relevant provincial departments, branches, sectors, and organizations; People's Committees of districts, cities, and towns to seriously implement this telegram; report initial results before December 20, 2013 and periodically send monthly and quarterly reports to the Provincial People's Committee (through the Provincial Police) to synthesize and report to the Central Government, the Provincial Party Committee, and the Provincial People's Committee for direction.
