(Baonghean.vn)-On April 25, the Provincial People's Committee issued Official Dispatch No. 08/CD-UBND-NC to provincial departments, branches, sectors, unions, and People's Committees of districts and cities on strengthening the work of ensuring traffic order and safety in the province.

The telegram contains the following content:

In the first quarter of 2014, all levels and sectors have made great efforts in directing and implementing synchronous and comprehensive solutions to ensure traffic safety and order, contributing to reducing traffic accidents in all three criteria compared to the same period last year. However, the traffic safety and order situation is still complicated, although traffic accidents have decreased, they are still at a high level.

The main reason is that the leadership and direction of the implementation of the task of ensuring traffic order and safety in some localities and units is not regular and resolute, and the combined strength of the entire political system has not been fully mobilized in the work of ensuring traffic order and safety; the dissemination of laws has not been implemented synchronously and widely to all classes of people; the awareness of self-consciousness in complying with traffic order and safety laws of traffic participants is still limited; the patrol, control and handling of violations have not been focused and resolute, and have not been timely in preventing violations; the mobilization of the communal police to participate in coordinating the handling of traffic safety violations has not been consistent and is still limited; violations of traffic order and safety laws still occur frequently, especially violations in the field of passenger and cargo transportation in the area; Vehicles that run illegally, not on the right lane or route, stop and pick up passengers in the wrong places, carry goods, flammable and explosive substances on passenger vehicles; oversized and overloaded vehicles, farm vehicles, and homemade motor vehicles commonly operating on some key routes and areas...

To strengthen the work of ensuring traffic order and safety in the area, especially during the holidays of April 30 and May 1; the 60th anniversary of Dien Bien Phu victory, high school graduation exams, university and college admissions and the summer vacation of 2014 and to strictly implement the Prime Minister's Official Dispatch No. 482/CD-TTG dated April 17, 2014,

The Provincial People's Committee requests:

1. People's Committees of districts, cities and towns.

Promote propaganda work so that traffic participants can raise their awareness of voluntarily complying with the law and measures to prevent traffic accidents, pay attention to preventing motorcycle, bus and waterway accidents; voluntarily dismantle works encroaching on roads and sidewalks, violating traffic corridors to create ventilation and safety for people and vehicles participating in traffic.

- Coordinate with the Provincial Police and the Department of Transport to strengthen State management of passenger transport activities on roads, railways andInland waterways. Mobilize forces to participate in ensuring traffic order and safety at bus stations, railway stations, river crossings, tourist areas, hydroelectric reservoirs and on key routes.

- Organize the clearance of traffic corridors, sidewalks, and urban areas, especially on key traffic routes and areas. Resolutely and strictly handle acts of encroachment on traffic corridors and urban sidewalks.

- Check and review traffic intersections, intersections between roads and railways, sign systems, traffic lights, potential traffic unsafe locations and take timely warning or corrective measures when incidents occur. Check and identify unsafe traffic points on rural roads, especially suspension bridges and residential bridges, temporarily stop operating unsafe structures, promptly organize maintenance and repair to ensure people's safety.

- For localities with operating ferry terminals, it is necessary to repair the access roads to ensure convenience and safety; regularly check to prevent the situation of carrying more people than the prescribed number at key ferry terminals; supplement life-saving equipment, and monitor the use of life-saving equipment when traveling by ferry.

2. Department of Transport.

- Establish a specialized department to direct, operate, inspect, and coordinate between transport forces, manage traffic infrastructure, wharves, stations, bus stations, manage vehicle drivers, maintain hotline operations... to promptly handle situations arising related to serving travel needs and ensuring traffic order and safety.

- Develop transportation plans, renovate train stations, bus stations, and Vinh airport to meet maximum transportation needs during peak periods, especially at traffic hubs, and minimize traffic congestion.

- Direct transport businesses and bus stations to plan to add more means of transport that ensure safety standards, increase trips, improve service quality, and meet the needs of convenient and safe travel during peak times.

- Direct the Traffic Inspectorate to coordinate with the Police forces to develop a plan to organize traffic flow; arrange forces to be on duty regularly in complex traffic areas to take timely measures to regulate and clear traffic, resolutely not allowing traffic jams to occur. Coordinate with the People's Committees of districts, cities and towns to organize the clearing of road and railway traffic safety corridors.

- Directing construction units on sections and routes that are both under construction and in operation.Must implement measures to ensure traffic order and safety, guide vehicles to circulate safely to avoid traffic jams and traffic accidents, clean up construction materials, machinery and equipment, arrange lights and signs fully, and smooth connections must be made in places where construction has not been completed to ensure smooth and safe traffic.

- Coordinate with local authorities at all levels to strengthen the management of waterway safety at passenger wharves across the river and tourist attractions. Resolutely suspend the operation of illegal wharves and vehicles that do not ensure conditions and life-saving equipment. Actively propagate, mobilize and remind passengers to use life jackets and flotation devices when crossing the river by boat.

3. Provincial police.

Continue to maintain and expand special task forces in coordination with forces (including commune-level police) to strengthen patrols and control of key areas and routes. Timely detect and strictly handle violations of traffic safety and order, especially passenger vans and taxis that do not ensure technical safety of vehicles, speeding, competing for passengers, stopping, parking, picking up and dropping off passengers in the wrong places, violating regulations on driving time, passenger vans carrying explosives, toxic substances, driving under the influence of alcohol; violations by motorcyclists, motorbike drivers, electric bicycle drivers, etc.

- Arrange forces at key and complex traffic routes and nodes to separate lanes, flow, and provide guidance to ensure smooth traffic, especially during peak times.

- Implement plans to prevent and combat illegal racing and organizing illegal racing in Vinh city, towns and neighboring areas.

4. Department of Information and Communications, press agencies in the province:Increase the time and content of traffic safety propaganda during the holidays; focus on propaganda warning about non-compliance with the law causing traffic accidents, penalties, preventive measures and traffic participation skills; warn about traffic accidents caused by drinking alcohol above the prescribed concentration, drowning at beaches, hydroelectric reservoirs, etc.

5. Provincial Youth Union:Strengthening the propaganda and education of laws on traffic safety and order, raising the awareness of law observance among youth union members; mobilizing youth volunteers to participate in propaganda and traffic guidance at key intersections, crowded areas, ferry terminals, tourist areas... to ensure traffic safety during the holidays.

6. Proposal to the Provincial Fatherland Front, mass and social organizationsStrengthen propaganda and mobilize organizations and individuals to comply with legal regulations on traffic safety and order, voluntarily relocate and dismantle illegal constructions within the traffic safety corridor.

7. The Standing Committee of the Provincial Traffic Safety Committee presides over and coordinates with the Provincial People's Committee Office to:Regularly monitor, inspect and urge relevant sectors and People's Committees of districts and cities to seriously and effectively implement this telegram.

Request relevant Departments, Boards, sectors, and organizations; People's Committees of districts, cities, and towns to direct and strictly implement. Periodically report monthly to the Provincial People's Committee (through the Standing Committee of the Provincial Traffic Safety Committee) for monitoring and direction.
