Strengthening mass mobilization work, successfully implementing resolutions of party congresses at all levels

(Baonghean) - During the revolutionary process, our Party has always emphasized mass mobilization work. Thanks to that, the Party and the people are always closely connected, creating great strength in revolutionary movements. Therefore, the Politburo decided to take October 15 - the day Uncle Ho wrote the article "Mass mobilization" as the traditional day of mass mobilization work every year. This is an opportunity to encourage and motivate the team of specialized cadres to do mass mobilization work, but also for organizations in the political system, the team of cadres, party members, civil servants, public employees, and soldiers of the armed forces to continue to thoroughly grasp the Party's viewpoints and Uncle Ho's thoughts on mass mobilization work. From there, raise the sense of responsibility, do a good job of mass mobilization work, and serve the revolutionary cause.

In 2011, with the attention of the Party Committee, the coordination of the government and the joint efforts of the Fatherland Front, the mass organizations and the Party's mass mobilization system made many efforts in advising, researching, proposing, monitoring, guiding, appraising and coordinating mass mobilization work. Advised to strengthen the Party's leadership in mass mobilization work; concretized the implementation of Decision 290 of the Politburo on "Regulations on mass mobilization work of the political system" to the grassroots. Thereby creating a change in the mass mobilization work of Party organizations, the government, the armed forces, the Fatherland Front and mass organizations.

Resolutions of Party Congresses at all levels were promptly implemented and many resolutions and directives of the Party Central Committee on mass work were summarized for continued direction.

The Party Committee regularly pays attention to orienting the activities of the Front and mass organizations. The inspection and supervision of mass mobilization tasks are promoted. The implementation of Directive 18 of the Prime Minister on mass mobilization work of state agencies; grassroots democracy regulations; administrative reform; receiving people and handling petitions, implementing religious and ethnic policies, etc. has made much progress. Mass mobilization activities of the provincial police, military and border forces such as: Forums to listen to people's opinions, field trips, grassroots working teams, etc. have achieved many practical results, reaching the hearts of the people. Many movements of the Fatherland Front, socio-political organizations and associations have had a practical impact on the implementation of political tasks, while taking care of ensuring the legitimate rights and interests of union members. The mass mobilization work of the political system in our province has actively contributed to the success of the election of the National Assembly and People's Councils at all levels for the 2011-2016 term; strengthened people's trust in the Party and the government; cared for the solidarity bloc; promoted people's internal strength to develop the economy and society, ensure national defense and security; contributed to curbing inflation, stabilizing the macro-economy, and ensuring social security.

In the coming time, besides many advantages, there are also many difficulties and challenges for mass mobilization work. The world is experiencing complex and unpredictable changes. We have to cope with high inflation, the impact of climate change and the "peaceful evolution" plot of hostile forces. Nghe An has a low starting point, limiting its competitive advantage in the integration process. The team of cadres specializing in mass mobilization work is still lacking and some have limited capacity. The mindset of taking mass mobilization work lightly still exists, leading to a lack of proper investment in mass mobilization work. There are places where mass mobilization work is implemented perfunctorily, formally, and perfunctorily. A number of party members and civil servants show signs of disrespect for the people, have not overcome bureaucracy, waste, negativity, and even violate the legitimate rights of the people. Inadequacies of mechanisms and policies; Some limitations and shortcomings that are slow to be overcome in the organization of socio-economic tasks have somewhat affected people's trust in the Party and government.

In that situation, to effectively contribute to the implementation of Party congress resolutions at all levels, in the coming time, the mass mobilization system needs to focus on the following key tasks:

- Actively advise the Party Committee to lead the building of a force for mass mobilization work. Ensure that Party organizations, the Government, the Fatherland Front and unions at all levels and sectors in the whole province concretize and implement well the Politburo's Decision 290 on "Mass mobilization regulations of the political system". The most important task is for the government to do mass mobilization work, because the decisions and daily activities of the government all affect the interests of the people. Each cadre, party member, civil servant, public employee and soldier in the armed forces needs to continue to promote the study and follow the moral example of Ho Chi Minh, follow the article "Mass mobilization" by Uncle Ho to promote the spirit of serving the people, and take care of practicing mass mobilization work in daily life.

- The mass mobilization system must closely follow the Party's guidelines and policies, the State's policies and laws, to proactively advise on the implementation of mass mobilization work in each job itself. Promote the patriotic emulation movement, the "Skilled Mass Mobilization" emulation movement of the Party organization, the government, the armed forces, the Front and mass organizations, the contingent of cadres, party members, civil servants and public employees according to Uncle Ho's teaching "Skilled mass mobilization will bring success to everything". Aim to bring the Party and State's policies and laws into life. Listen to the people's practice to perfect mechanisms, policies and guidelines. Strengthen the consolidation of national solidarity, solidarity between religious and non-religious people and people of all ethnic groups, and fight against divisive and destructive activities of hostile forces. Promote socio-economic development, hunger eradication and poverty reduction, improve people's lives, especially for policy beneficiaries, the poor, near-poor, disadvantaged areas, natural disasters, epidemics... Ensure national defense and security. Promote the role of all classes of people in renewing the growth model, restructuring the economy, consolidating and developing infrastructure, caring for human resources, building new rural areas, controlling inflation, ensuring social security. Pay attention to solving pressing problems of the people. Continue to promote democracy, well implement the grassroots democracy regulations, encourage people to actively participate in building a clean and strong Party and government.

- Advise the Party Committee to continue to improve, consolidate and improve the quality of operations of the system of People's Mobilization Committees at all levels and the grassroots people's mobilization bloc. Actively take care of training, fostering to improve qualifications and capacity and create conditions for the team of people's mobilization cadres to feel secure and work hard. Complete the working regulations of the People's Mobilization Committees and strictly implement the working regulations to ensure the establishment of a scientific, strict working method suitable for specific conditions. Carry out good working relationships with the Office, Party Committees, the government, sectors, the Fatherland Front and socio-political organizations. Summarize experiences to innovate the content and methods, improve the effectiveness of the grassroots people's mobilization bloc. Direct the innovation of information work in the people's mobilization system. Specify the task of studying and following the moral example of Ho Chi Minh, ensuring the building of a strong people's mobilization system to well perform the functions and tasks assigned by the Party Committee.
