Strengthening vocational training for rural workers

(Baonghean.vn) - After supervising vocational training and job creation in Nam Thanh commune and Yen Thanh Industrial and Agricultural Technical Vocational College, on the afternoon of May 8, the supervision delegation of the Provincial People's Council worked with Yen Thanh district.

Deputy Head of the Culture - Social Committee of the Provincial People's Council Ton Thi Cam Ha chaired the meeting.

In recent years, the district has paid attention to promoting vocational training and job creation. The district People's Committee has issued two projects and established a Steering Committee to implement the vocational training project for rural workers in Yen Thanh district until 2020 and the project to promote job creation, sustainable poverty reduction and labor export, period 2011 - 2015. Strengthening the direction of commune-level authorities and organizations to participate in propaganda, counseling, and vocational guidance for rural workers; mobilizing workers to actively participate in vocational training, creating jobs and increasing income.

The district also strengthens coordination with vocational schools and organizations in the district to investigate and survey the vocational training needs of workers, the labor needs of production establishments and enterprises, thereby building a vocational training plan close to reality, with training addresses. As a result, in 4 years (2011 - 2015), the whole district has trained 3,636 workers, including intermediate vocational, primary vocational and vocational training under 3 months. The rate of trained workers having jobs after training is 90%, in which some occupations have 100% of students having jobs. Vocational training contributes to increasing the rate of trained workers to about 37% of the labor force.

Mr. Thai Thanh Quy - Deputy Head of the Culture - Social Committee of the Provincial People's Council requested the district to clarify the effectiveness of vocational training in the area.

However, vocational training and job creation are still facing difficulties. The acceptance of vocational training by people, especially the poor, is still limited. Although vocational training has been focused on, the shift in labor structure is still slow, with nearly 70% of workers still in the agricultural sector. The whole district still has 1,500 regular workers without jobs; about 20,000 seasonal surplus workers....

Vice Chairman of the District People's Committee Nguyen Viet Hung explained and clarified a number of issues related to the support mechanism from the district budget for vocational training and job creation.

The principal of Yen Thanh Technical Vocational College proposed that the People's Council should have a policy to support resources and attract good staff for vocational schools.

Based on the practical situation, the district has proposed to all levels and sectors many issues to promote and increase the effectiveness of vocational training and job creation, and increase income for workers. The monitoring delegation has taken note and will report to the Provincial People's Council for research and resolution in the coming time. In addition, the delegation also requested the district to continue promoting propaganda to change awareness about vocational training; focusing on training with addresses, creating post-training effectiveness and stable income for workers.
