Strengthening the prevention and control of livestock and poultry diseases

(Baonghean.vn) - On October 20, the People's Committee of Nghe An province issued Official Dispatch No. 14/CD-UBND on strengthening the prevention and control of livestock and poultry diseases. The contents of the dispatch are as follows:

CHAIRMAN OF THE PEOPLE'S COMMITTEE OF NGHE AN PROVINCE, PHONE:

-Chairman of People's Committee of districts, cities and towns;

-Directors of Departments; Heads of Provincial Boards and Branches.

According to the announcement of the Department of Animal Health, currently the country has 05 outbreaks of avian influenza in 05 districts of 05 provinces (Lai Chau, Lao Cai, Kon Tum, Tuyen Quang, Thai Binh); there are 04 outbreaks of FMD in 03 districts of 03 provinces (Phu Yen, Ha Tinh, Dac Nong) that have not passed 21 days. In particular, a slaughterhouse has been discovered to be slaughtering pigs infected with FMD for consumption. The results of active FMD surveillance in 11 provinces showed that 17.97% of samples tested positive for natural antibodies and 3.29% of samples tested positive for FMD virus; 4.87% of samples tested for Avian Influenza detected A/H5N6 influenza. Blue Ear disease in pigs has occurred in Cam Xuyen 1 district of Ha Tinh and Go Cong Tay 1 district of Tien Giang that have not passed 21 days.

In Nghe An province, since the beginning of 2015, there have been a number of outbreaks of FMD, Avian Influenza A/H5N1, A/H5N6 in small-scale livestock and poultry raised by households in some localities. On October 16, 2015, the Blue Ear disease occurred in Hung My commune, Hung Nguyen district, destroying all 187 infected pigs of 13 households in 3 hamlets. The cause of the disease occurred mainly in unvaccinated livestock, the pathogen circulating in healthy animals carrying the virus accounted for a high proportion; Surveillance work to detect the disease in some localities was still slow. The results of proactive surveillance of the circulation of Avian Influenza virus in some markets in Dien Chau, Yen Thanh, Quynh Luu districts and Vinh city showed that the circulation rate of Avian Influenza virus strain H5N6 (22.9%), H5N1 (2.7%), and Blue Ear (11%). Especially during the transitional weather in the last months of 2015, the risk of dangerous disease outbreaks such as FMD, Avian Influenza, Blue Ear Disease... in the coming time is very high.

To limit and control outbreaks in a timely manner, and prevent the epidemic from spreading widely, the Chairman of the Provincial People's Committee requests the Chairmen of the People's Committees of districts, cities and towns; Directors of Departments, Heads of relevant Boards and Branches to urgently and strictly implement the Urgent Telegram No. 8385/CD-BNN-TY dated October 12, 2015 of the Ministry of Agriculture and Rural Development, focusing on the following contents:

1. People's Committees of districts, cities and towns

- For the People's Committee of Hung Nguyen district, there is a Blue Ear disease in pigs, focusing all resources and measures to extinguish the Blue Ear disease as soon as possible.

- Assign responsibility to the Chairman of the People's Committee of the districts bordering Ha Tinh province and Hung Nguyen district, including Vinh city, Nam Dan, Thanh Chuong and Hung Nguyen, to establish 1-2 temporary quarantine checkpoints with the participation of the following forces: Veterinary, Traffic Police and Market Management, at some main traffic routes bordering Ha Tinh province and districts with Blue Ear disease to strictly control the transportation of pigs and pig products in and out of the epidemic area. Strictly handle violations.

-For districts without epidemic:

+ Establish inspection teams to inspect and supervise livestock and poultry disease prevention work during the rainy and stormy season in communes and high-risk areas...

+ Assign the Chairman of the People's Committee of communes, wards and towns to direct the Secretaries, heads of blocks, hamlets, villages, and grassroots veterinary officers to strengthen clinical surveillance, detect and report epidemics in accordance with regulations. Strictly implement the epidemic reporting regime from the People's Committee of communes to the district and the Department of Agriculture and Rural Development (through the Veterinary Department) to have timely measures to handle outbreaks when they first arise.

- Strengthen information and propaganda work on district radio and television stations, loudspeaker systems of communes, wards and towns about the dangerous nature of Avian Influenza, FMD, Blue Ear Disease... so that people and breeders understand and voluntarily implement.

- Direct the Veterinary Station, the District Department of Agriculture to coordinate with the Police force, the District Market Management... to strengthen inspection, control, arrest and strictly handle organizations and individuals transporting animals and animal products of unknown origin, not ensuring veterinary hygiene, and violating food hygiene and safety.

- Implement the second phase of the 2015 Action Month for sanitation, disinfection and sterilization of livestock farming environments in the whole province from October 25 to November 25, 2015.

- Proactively arrange the budget for livestock and poultry disease prevention and control in 2015 and develop a plan with specific funding items to proactively prevent livestock, poultry and aquatic diseases in 2016 in the district.

- For border districts adjacent to Laos: Direct the People's Committees of border communes to coordinate with the district Veterinary force, Police, Border Guard, and Customs to take measures to prevent the smuggling of animals and animal products across the border.

-Directing the People's Committee at the commune level:

+ Organize well the vaccination work for livestock in the 2015 Autumn crop with a high rate, review the number of animals that have not been vaccinated for additional vaccination; implement the second month of disinfection of the livestock environment in 2015.

+ Strictly control the transportation, trading, and slaughter of animals and animal products in the area to ensure food safety and disease safety; propagate, mobilize, and apply sanctions requiring people who slaughter livestock and poultry to slaughter at slaughterhouses or slaughter points that meet veterinary hygiene conditions.

+ Establish a rapid response team to regularly inspect markets, facilities and slaughterhouses; strictly handle violations in the business and slaughter of livestock and poultry, especially cases of transporting, trading and slaughtering sick animals and animal products contaminated with pathogens that spread disease.

2. Department of Agriculture and Rural Development

- Take the lead in coordinating with the People's Committees of districts, cities and towns to strengthen the direction of livestock and poultry disease prevention in the province.

- When an epidemic occurs, with the risk of widespread spread, advise the Provincial People's Committee to direct the establishment of temporary quarantine checkpoints, and interdisciplinary working groups to organize inspections, control and prevent the transportation of animals and animal products susceptible to the disease into and out of the epidemic area.

- Direct the Veterinary Department to coordinate with the People's Committees at the district level to strengthen inspection and disease surveillance, prepare human resources, vaccines, chemicals, materials, etc. to proactively prevent and control epidemics; coordinate with the district authorities to manage slaughter; direct the Veterinary Stations to strictly implement the quarantine process for livestock and poultry at the source; the process of controlling the slaughter of livestock and poultry at facilities and slaughter points permitted to operate; strictly manage the units supplying livestock breeds in the area, strictly implement the quarantine process for breeding animals according to regulations.

3. Department of Health:

Take the lead in coordinating with the veterinary sector to guide proactive measures to prevent common diseases between humans and animals...

4. Department of Information and Communications, Provincial Radio and Television Station, Nghe An Newspaper; District Radio and Television Station:

Coordinate with the Department of Agriculture and Rural Development to increase information and propaganda on mass media about the dangers of animal diseases and the transportation and consumption of animal products of unknown origin, not ensuring food safety... so that people know and voluntarily cooperate in implementation.

5. Department of Finance:

Coordinate with the Department of Agriculture and Rural Development to proactively advise the Provincial People's Committee to arrange funding sources for disease prevention, especially funding for purchasing vaccines, preventive chemicals, and proactive disease surveillance sampling to help the Veterinary sector respond effectively to disease prevention and control, limiting damage caused by disease.

6.Provincial Police:

Direct the provincial and district traffic police and environmental police to coordinate with sectors and localities to send forces to strengthen coordination with the veterinary sector to inspect, control, arrest and strictly handle organizations and individuals transporting livestock, poultry and livestock and poultry products of unknown origin, without quarantine; livestock and poultry from epidemic areas into the province.

7. Steering Committee for Epidemic Prevention at all levels:

Strengthen inspection and supervision of localities and deploy comprehensive epidemic prevention measures.

The Chairman of the Provincial People's Committee requested the Chairmen of the People's Committees of districts, cities and towns; Directors of departments, Heads of provincial-level departments and branches to urgently and effectively implement epidemic prevention measures. During the implementation process, if there are any problems or difficulties, the units should report to the Department of Agriculture and Rural Development for synthesis and submission to the Provincial People's Committee for timely solutions.
