Strengthening the prevention and control of swine fever

According to the announcement of the Department of Animal Health, from the beginning of 2012 until now, blue ear disease has occurred in 43 communes and wards in 10 districts and towns of 3 provinces: Lao Cai, Dien Bien and Yen Bai, causing more than 8,300 pigs to become sick, the number of pigs destroyed is 5,165.


In Nghe An province, in 2010 and 2011, the blue ear disease occurred on a large scale, the disease lasted for a long time, causing tens of thousands of pigs to become sick, die and have to be destroyed, causing economic losses to farmers.


The main reason for the outbreak and widespread spread of the epidemic is due to slow monitoring, detection and reporting of the epidemic. Localities did not detect and declare the epidemic in time. Some localities hid the epidemic. Sick pigs were not immediately destroyed. Some places sold and transported sick pigs to other places.


To proactively prevent, combat and promptly stop outbreaks, not let the epidemic spread, and limit damage caused by blue ear disease, the Chairman of the Provincial People's Committee requests the Chairmen of the District People's Committees; Directors of Departments, Heads of relevant sectors and branches to urgently direct the implementation of the following contents:


1. District People's Committee:


- Organize regular and continuous propaganda in many forms about the dangers of the disease; mobilize implementation: do not hide the epidemic, do not buy and sell sick pigs and products of sick pigs, do not sell sick pigs, do not transport sick pigs out of the epidemic area, do not throw away dead sick pigs indiscriminately. Mobilize farmers to apply biosafety farming measures.


- Meeting of the Steering Committee for livestock and poultry epidemic prevention at the district level. Assigning members of the Steering Committee for livestock and poultry epidemic prevention to be in charge of each commune cluster to direct, inspect, and urge disease prevention and control work.


- Strengthen inspection, monitoring and early detection of outbreaks. The Chairman of the District People's Committee assigns the Chairmen of the People's Committees of communes, wards and towns to direct secretaries, heads of blocks, hamlets, villages, communes, grassroots veterinary officers and mass organizations at the grassroots level to strengthen monitoring and detection of epidemics.


Strictly implement the daily epidemic reporting regime from the People's Committees of communes to the district (through the veterinary station), to the Department of Agriculture and Rural Development (through the Veterinary Department) for timely handling when the epidemic is limited.


- Focus on patrolling and strictly controlling the transportation of pigs and pig products into and out of the locality under their management. Absolutely do not allow the import of pigs and pig products from localities with epidemics into the area. Detect and strictly handle violations according to the provisions of the Law.


- Direct the People's Committees of communes, wards and towns to urgently complete spring livestock vaccination, vaccination against septicemia, cholera, paratyphoid; in particular, organize vaccination against swine fever supported by Decision 1791/QD-TTg dated October 15, 2011 of the Prime Minister.


Review the vaccination units with low vaccination rates to have measures to direct the increase of vaccination rates to increase resistance and reduce the possibility of secondary infections. At the same time, organize the implementation of sanitation, disinfection, and sterilization of the livestock environment in the area immediately after the end of the 2012 spring vaccination.


- When an outbreak occurs, apply drastic measures according to Decision No. 80/2008/BNN-TY dated July 15, 2008 of the Ministry of Agriculture and Rural Development promulgating the Regulations on prevention and control of porcine reproductive and respiratory syndrome - blue ear disease such as: immediately destroy dead pigs and sick pigs in the first outbreak by burying, declare the outbreak, establish an epidemic prevention steering committee, organize disinfection, temporarily stop transporting pigs and pig products out of the outbreak area, use blue ear vaccine to vaccinate and surround the outbreak area, prevent the outbreak from spreading and spreading to other localities.


2. Department of Agriculture and Rural Development


- Coordinate with the District People's Committee to strengthen the direction of blue ear disease prevention and control in the province.


- Directing the Veterinary Department:


+ Strengthen disease prevention and control, inspection, monitoring, and early detection; strictly control the transportation of pigs and pig products into and out of the province. Strictly handle and punish transportation violations according to the law.


+ Fully prepare means, tools, chemicals, vaccines... to proactively prevent epidemics when they occur.


3. Department of Information and Communications, Provincial Radio and Television Station, Nghe An Newspaper


Closely coordinate with the Department of Agriculture and Rural Development to strengthen information and propaganda on mass media about the blue ear disease situation and prevention and control measures so that people can proactively report and cooperate in disease prevention and control.


4Department of Finance


Coordinate with the Department of Agriculture and Rural Development to proactively advise the Provincial People's Committee to arrange funding sources for disease prevention and control; support farmers whose pigs were destroyed due to blue ear disease in accordance with current regulations.


5. Members of the Steering Committee for Animal and Poultry Disease Prevention at all levels


Strengthen inspection, supervision, and urgent implementation of epidemic prevention measures, resolutely preventing the spread of blue ear disease.


6. Provincial Police


- Coordinate with agencies: Veterinary, Market Management to increase forces to supplement animal quarantine stations, inspect and prevent the transportation of pigs and pig products from epidemic areas out of the province.


- Direct the district police to coordinate with the People's Committees of districts to prevent the transportation of pigs and pig products from epidemic areas to localities that have not had the epidemic.


The Chairman of the Provincial People's Committee requested the Chairmen of the People's Committees of district-level units, directors of departments, heads of relevant sectors and branches to urgently and synchronously and effectively implement epidemic prevention measures.


If any district detects and reports the epidemic late, allowing the epidemic to spread widely, the chairman of the district People's Committee must take full responsibility before the Chairman of the Provincial People's Committee.


During the implementation process, if there are any problems or difficulties, please report to the Department of Agriculture and Rural Development for synthesis and submission to the Provincial People's Committee for timely resolution.
