Strengthening state management of land and mineral resources

Working with the People's Committee of Quy Hop district, the working group acknowledged that the district has seriously implemented the recommendations of the Economic - Budget Committee of the Provincial People's Council from previous monitoring sessions. The district has focused on leading and disseminating policies and laws related to mineral resources and land, with the commune as the focus of impact. Specifically, the People's Committee of the district issued Official Dispatch No. 839/UBND.TNMT, dated October 16, 2014, on strengthening the urging of organizations and individuals engaged in mineral exploitation and processing to carry out land lease tax procedures. To date, 40/47 mining sites with remaining exploitation term and 70/150 processing sites have leased land, the majority of the remaining sites are in the process of completing procedures to lease land.

The district organized an interdisciplinary delegation to inspect the compliance with environmental protection laws for 96 enterprises related to the implementation of environmental protection measures, implementation of environmental rehabilitation and restoration deposits. Through the inspection, 42 enterprises were forced to pay environmental rehabilitation deposit debts of more than 4.5 billion VND. State management of the implementation of mining processes, mine design, ensuring labor safety; tax obligations at enterprises were given attention. The district also directed 14 communes and towns with mineral activities to strengthen state management of mineral exploitation and processing in the area. Regarding land use, land allocation, and land lease of agricultural, forestry, and forestry companies, the Youth Union, the district has focused on directing the review, rearrangement of land funds, and settlement of disputes between people and forestry farms. The district has reclaimed more than 5,288 hectares from forestry farms, of which 3,762 hectares have been allocated to people for production.

However, through monitoring, illegal mining and processing of minerals still occurs; planning of concentrated stone processing areas and craft villages is still slow. The situation of some mining and mineral processing enterprises discharging waste directly into the environment, causing environmental pollution has not been completely handled. There are still some enterprises delaying the implementation of tax obligations to the state. Land allocation to people from the land fund recovered from forestry farms is slow, there are still 870 hectares that have not been allocated (not including high, steep, rocky areas, no roads...)....
