Strengthening environmental resource management

(Baonghean.vn) - On the morning of August 1, the Department of Natural Resources and Environment held an online conference with districts, cities and towns in the province to evaluate the State management of natural resources and environment in the first 7 months of the year, tasks and solutions for the last 5 months of 2014; and disseminate some legal regulations on natural resources and environment. Also attending the conference were representatives of the Departments of Planning and Investment, Finance, Construction, Industry and Trade and the Provincial Tax Department.

Overview of the online conference on natural resources and environment.

At the conference, delegates and at the connecting points heard about the implementation of natural resources and environment management in the province in the first 7 months of 2014. Of note, the Department has organized the updating, review and inspection of legal documents on natural resources and environment and related legal documents to detect conflicting and inappropriate regulations in order to promptly advise on amendments, supplements and completion of the legal policy system on natural resources and environment in a synchronous, unified and practical manner. The Department also continues to advise on the completion of provincial land use planning and review of all types of sectoral and field planning, land statistics as a basis for management and investment in socio-economic development of the province. The Department also focuses on strengthening the direction of inspection, examination and settlement of complaints, denunciations and reflections of the people as well as of the media agencies related to the field of natural resources and environment; focus on solving difficulties and problems from the grassroots level.

Activities under the functions of the Department such as appraisal and licensing related to land, water resources, environment, and minerals are carried out in accordance with procedures and regulations. In addition, the field of natural resources and environment is still facing difficulties, obstacles, and problems. That is, the rate of granting land use right certificates in some mountainous districts is still low. The direction of handling some environmental pollution points in some localities is still not drastic, not ensuring the roadmap and progress. The management of mineral exploitation and processing is not effective. Land management in some localities is not strict, leading to the emergence of many complaints and denunciations that are prolonged and go beyond the level.

Localities reflect on a number of problems and propose solutions related to resource and environmental management.

The conference also spent time to disseminate some regulations on the functions, tasks and authority of local authorities in the management of natural resources and environment. It clarified the regulations on the responsibilities of cadastral officials and commune People's Committee Chairmen for state management of land in the commune; management of administrative boundary markers, compensation, support and resettlement when the State recovers land; on land registration, assets attached to land, issuance of land use right certificates, house ownership rights and assets attached to land; authority to resolve and mediate land disputes; detection, prevention and handling of violations of the law on land management. In addition, delegates also heard some contents to note when advising on the implementation of the 2013 Land Law, including the responsibilities of district and commune People's Committees in the protection of mineral resources and water resources; Regarding unit prices for calculating land use rights, land lease, land compensation... The conference also spent time discussing difficulties, limitations, and problems arising in the practice of State management of natural resources and environment and proposed measures and solutions to carry out the tasks of the natural resources and environment sector in the remaining 5 months of 2014.
