Strengthening construction order management

(Baonghean.vn) - Construction works without permits, construction in violation of permits, detailed planning, approved designs... are violations that tend to increase in our province, affecting the landscape and urban environment, causing public outrage.

In recent times, the management of construction order in Nghe An province has received attention from all levels and sectors, contributing positively to ensuring construction order and discipline and urban architectural and landscape space. However, in the face of the increasing number and scale of construction activities, the management of construction order still has many shortcomings that need to be promptly rectified.

It is necessary to strengthen the management of high-rise building construction order.

A current reality in urban management is that only Vinh city and Cua Lo town have established an Urban Inspection Team (assigned by the Chairman of the City and Town People's Committee to detect and handle violations of construction order), but the remaining districts do not have an inspection force, but have only established a specialized unit for construction order management and mainly rely on the staff of the Department of Industry and Trade, so this force is both lacking and weak (because it does not have professional qualifications). In Vinh city and Cua Lo town, the shortage of staff in the field of urban inspection still occurs, so the detection and handling of violations of construction order is not timely and thorough.

One of the reasons for the lack of efficiency in construction order management is that the coordination between localities and levels and sectors is not really tight and lacks synchronization. Some localities and sectors lack responsibility in supporting the implementation of construction order management, considering this work to be undertaken by the urban inspection force. It is known that the assignment and decentralization in handling violations of construction order are clearly stated in Decree 180/2007/ND-CP. However, currently only Vinh city and Cua Lo town have implemented it well, while in the districts, this work is not implemented synchronization and is not very effective. Because the management of construction order has not received due attention, the situation of illegal construction, illegal construction, encroachment, and violations of planning and road boundaries has occurred in many places and on an increasingly large scale.

To restore order in construction management in the area, all levels and functional sectors have actively participated. From 2011 to now, 424 violations have been detected and handled, including 155 cases of illegal construction, 269 cases of unlicensed construction, and 84 cases have been enforced and demolished, and 198 cases have been administratively sanctioned. The leader of the Department of Construction said: Along with promoting propaganda, dissemination and guidance on legal documents for people to know and implement, in the coming time, the Department is responsible for organizing training on construction order management for leaders and specialized officers at district and commune levels; At the same time, strengthen coordination with all levels and sectors on construction order management in the area.
