(Baonghean.vn) - On the morning of June 11, the Supervisory Delegation of the Legal Department (Provincial People's Council) led by Ms. Thai Thi An Chung - Deputy Head of the Legal Department had a working session with the Provincial Department of Transport on the situation of ensuring traffic order and safety in the area. Attending the meeting were Mr. Tran Van Mao - Standing Member of the Provincial People's Council, Nguyen Hong Ky - Member of the Provincial Party Committee, Director of the Department of Transport.

Before the working session, the delegation went to supervise the actual issue of mobile vehicle load inspection on National Highway 1A at mobile station No. 15 located in Dien An, Dien Chau. In the first 5 months of 2015, this station inspected 5,591 freight vehicles, detected 1,074 cases of violations of legal load and loading of goods onto vehicles; recorded 1,821 administrative violations, collected nearly 8 billion VND from the state budget, forced to unload 1,354 tons of goods on the spot, and revoked the right to use driving licenses of 871 cases. In addition to maintaining the 24/7 vehicle load control station on National Highway 1, the Department of Transport also coordinated with functional forces to establish working groups on traffic routes to avoid weighing stations.

Regarding the situation of ensuring traffic safety and order in general, in the first 5 months of 2015, the Provincial Traffic Safety Steering Committee and the Department of Transport established inspection teams to clear encroachment on traffic safety corridors; ensure traffic safety and order in localities and units; and rectify state management in all areas related to traffic safety. Patrolling, controlling and handling of violations were focused and directed by the functional forces. As a result, 13,290 patrols and traffic monitoring were organized, 62,095 violations were detected and recorded, 56,098 cases were fined, and the state budget collected more than 36 billion VND. Thanks to that, the number of traffic accidents, deaths and injuries due to traffic accidents decreased compared to the same period. Attention has been paid to ensuring traffic infrastructure, many key traffic projects have been accelerated in construction progress, completed and put into use such as: the road connecting National Highway 46 with the National Highway 1A bypass; National Highway 1A section Dien Chau - Quan Hanh and Quan Hanh - Quan Banh; QL46 overpass with the North-South railway and National Highway 1A... The work of training, testing, granting and exchanging driving licenses has been strengthened to resolve quickly and conveniently for the people. Up to now, the Department has printed and issued car driving licenses at 02 testing centers, and exchanged and returned driving licenses via post and via the Internet system to facilitate citizens...

However, the traffic safety situation in the transport sector is still complicated, with unfair competition, protection of passenger vehicles, vehicles running on the wrong routes, fake buses, illegal bus stations, and illegal vehicles; the handling of black spots, potential traffic safety spots, handling of traffic congestion, and installation of traffic safety auxiliary equipment are slow to be implemented; the encroachment on traffic safety corridors in some localities has not been completely resolved, and the problem of mobile inspection of heavy trucks is facing difficulties in unloading yards and temporary vehicle detention yards.

Speaking at the meeting, on behalf of the monitoring delegation, Ms. Thai Thi An Chung acknowledged and highly appreciated the efforts of the Department of Transport in advising, directing, urging and operating the work of ensuring traffic order and safety in the area. The monitoring delegation also requested the Department of Transport to continue to synchronously deploy solutions to overcome some remaining limitations; coordinate with functional forces to strengthen inspection, control and handling of traffic safety violations to ensure traffic safety in all 3 criteria. The recommendations and proposals of the Department of Transport were noted by the monitoring delegation and reported to the Standing Committee of the Provincial People's Council for consideration.
