Strengthening security and order protection forces at the grassroots level in Nghe An province
(Baonghean.vn) - On the morning of May 17, Nghe An Provincial Police held a conference to disseminate and implement the Law on Forces participating in protecting security and order at the grassroots level in Nghe An province.
Attending the conference were members of the Provincial Party Standing Committee: Le Hong Vinh - Permanent Vice Chairman of the Provincial People's Committee; Phan Duc Dong - Secretary of Vinh City Party Committee; representatives of the Provincial National Assembly Delegation, Provincial People's Council; departments, branches, and sectors; representatives of leaders of districts, cities, and towns in the province; departments, branches, and a number of units under the Provincial Police.
Major General Bui Quang Thanh - Member of the Provincial Party Standing Committee, Director of the Provincial Police Department chaired the conference.

At the conference, delegates and grassroots officials listened to representatives of the Provincial Police leaders explain a number of contents of the law and detailed documents guiding the implementation of the law, especially new points, notable points, and practical issues in the process of law implementation.

Accordingly, the Law on Forces Participating in Protecting Security and Order at the Grassroots Level will take effect from July 1, 2024. The Law consists of 5 chapters and 33 articles; stipulating the position, functions, tasks, principles of organization, operation, working relationships, force building, ensuring operating conditions and responsibilities of agencies and organizations towards the forces participating in protecting security and order at the grassroots level. At the same time, it stipulates the position, functions, roles and tasks of the forces participating insecurity and order protectionlocally...
At the conference, delegates contributed ideas so that the implementation of the Law on Forces Participating in Protecting Security and Order in the province can be deployed in accordance with local practical conditions.
Comrade Tran Ngoc Tu - Deputy Secretary of the City Party Committee, Chairman of the Vinh City People's Committee said: When implementing the pilot in Vinh City, in addition to the advantages, there are also some shortcomings that need to be considered when the law comes into effect. For example, the human resources voluntarily participating in the grassroots force are still limited, in addition, the work pressure and low income allowance make many qualified people reluctant to participate.
In addition, for the grassroots force to operate effectively, it requires facilities that meet the operating regulations; however, currently, very few facilities in Vinh City meet that requirement. Some individuals participating in the security and order protection force in the area do not meet the qualification criteria as prescribed by law.

Comrade Hoang Van Bo - Chairman of Quynh Luu District People's Committee said: Through implementation in Quynh Luu district, local authorities encountered a number of difficulties such as: human resources participating in the security and order protection force are from the elderly, so many activities are limited; many ward and commune officials still have to hold concurrent positions, leading to a low sense of responsibility; young human resources participating in the security and order protection force at the grassroots level are still limited, because of the trend of going to work far away, some localities have almost no young people participating in the security and order protection force in the area.
Speaking at the conference, comrade Le Hong Vinh - Member of the Provincial Party Standing Committee, Permanent Vice Chairman of the Provincial People's Committee acknowledged the participation of all levels of government as well as the provincial police force in preparing to launch the force participating in protecting security and order at the grassroots level. He emphasized: Nghe An Provincial Police was selected by the Ministry of Public Security to pilot the launch of the force participating in protecting security and order, this is both an honor and a challenge for the provincial police and local authorities.

Therefore, comrade Le Hong Vinh requested departments, branches, sectors as well as armed forces to closely follow Decision 176/QD-TTg of the Prime Minister promulgating the plan to implement the Law on Forces participating in protecting security and order at the grassroots level, thereby having a detailed and synchronous implementation plan between all levels of government. At the same time, it is necessary to remove initial obstacles in establishing the force. In addition, it is necessary to have extensive propaganda measures so that all classes of people understand and support the forces participating in protecting security and order at the grassroots level.
