Strengthening traffic safety during the peak period of Lunar New Year 2014

(Baonghean) - Currently entering the peak period before the 2014 Lunar New Year, the density of vehicles on traffic routes is increasing, the traffic safety situation is complicated, the risk of traffic jams and traffic accidents is very high. To ensure traffic safety and order during the Lunar New Year, Spring Festival 2014 and seriously implement the Prime Minister's Official Dispatch No. 98/CD-TTg dated January 15, 2014, Official Dispatch No. 01/CD-UBATGTQG dated January 20, 2014 of the National Traffic Safety Committee, the Provincial People's Committee requests:

(Baonghean) - Currently entering the peak period before the 2014 Lunar New Year, the density of vehicles on traffic routes is increasing, the traffic safety situation is complicated, the risk of traffic jams and traffic accidents is very high. To ensure traffic safety and order during the Lunar New Year, Spring Festival 2014 and seriously implement the Prime Minister's Official Dispatch No. 98/CD-TTg dated January 15, 2014, Official Dispatch No. 01/CD-UBATGTQG dated January 20, 2014 of the National Traffic Safety Committee, the Provincial People's Committee requests:

1. Provincial Police:

- Directing forces (including commune-level police) to coordinate with the Traffic Inspectorate to increase mobile patrols, strictly inspect and handle drivers and vehicle owners who violate traffic safety laws, especially violations of using alcohol, beer, stimulants while driving, carrying more people than prescribed, speeding, weaving, etc.

- Direct the Road and Railway Traffic Police Department and the Waterway Police Department to publish the hotline phone number on mass media and send it to localities for posting at bus stations, train stations, wharves, ferry terminals and on passenger transport vehicles.

- Arrange 24/7 on-duty forces to promptly detect and handle acts of fraud, coercion, and infringement of property and health of passengers, drivers and service staff on the vehicle.

- Implement the daily traffic accident reporting regime during the 9-day Tet holiday through the Provincial Traffic Safety Committee Office to synthesize and report to the Provincial People's Committee and the National Traffic Safety Committee according to regulations.

2. Department of Transport:

- Organize and direct the implementation of transportation plans for Tet; require bus stations and vehicle owners to sign a commitment not to violate regulations on speed, load capacity and use of alcohol when driving, and not to force customers to use the service;

- Direct bus stations and transport businesses to organize forces, vehicles and backup drivers, ready to serve passengers when needed; organize locations to transfer vehicles that violate regulations on carrying more passengers than the prescribed number, ensuring security, order, hygiene, lighting and convenience for passengers while waiting for vehicles to transfer.

- Direct the Traffic Inspectorate to coordinate with the Police forces to strengthen inspection and strictly handle violations of traffic safety and order in passenger transport activities serving Tet, especially acts of arbitrarily increasing ticket prices, carrying too many people, stopping, picking up and dropping off passengers in the wrong places, vehicles not ensuring technical safety...

Coordinate with localities and units to organize the clearance of encroachment on traffic safety corridors and urban sidewalks to ensure smooth and safe traffic.

- Coordinate with the Public Security sector to review sections, routes, and areas at risk of traffic congestion, especially sections under construction on National Highway 1, Vinh City area; develop plans and measures to organize and regulate traffic, arrange on-duty forces to promptly resolve traffic congestion, and prevent it from prolonging;

- Strengthen inspection and direct construction units on routes that are both under construction and in operation to promptly level the ground, clear equipment, machinery, materials... arrange signs, auxiliary equipment and measures to ensure traffic safety for people to travel safely and conveniently (to be completed before January 22, 2014).

- Coordinate with local authorities to strengthen the management of waterway safety at river crossings and tourist attractions; resolutely suspend the operation of illegal crossings, vehicles that do not meet technical safety standards, carry more people than prescribed, and lack life-saving equipment.

3. People's Committees of districts, cities and towns:

- Direct the mobilization of forces to coordinate with special task forces and functional forces of the province to increase patrols, control and handle violations of traffic safety and order on key routes, inter-district and inter-commune routes. Focus on handling acts of not wearing helmets, carrying more people than prescribed, weaving, speeding, violating alcohol concentration...

- Focus on clearing traffic safety corridors and urban sidewalks according to Official Dispatch No. 39/CD-UBND dated December 19, 2013 of the Provincial People's Committee, ensuring smooth and safe traffic and ensuring urban aesthetics.

4. Standing Committee of Provincial Traffic Safety Committee:

- Preside over and coordinate with departments, branches and sectors that are members of the Provincial Traffic Safety Committee to organize inspections of the implementation of tasks to ensure traffic order and safety for localities and units according to Plan No. 683/KH-UBND dated December 26, 2013 of the Provincial People's Committee on ensuring traffic order and safety before, during and after the Lunar New Year of Giap Ngo in 2014, in which it is necessary to enhance the role and responsibility of heads of agencies, units and localities in implementing tasks to ensure traffic order and safety and implementing solutions to reduce traffic accidents, prioritizing key areas and routes.

- Assign members of the Provincial Traffic Safety Committee to directly work at the assigned areas (according to Official Dispatch No. 5144/UBND dated July 27, 2012 of the Provincial People's Committee on assigning areas of responsibility to members of the Provincial Traffic Safety Committee) to inspect, urge, and guide localities and units before, during, and after the Lunar New Year 2014 (The additional replacement members are responsible for the areas of their predecessors).

5. Department of Information and Communications, Provincial Radio and Television Station, Nghe An Newspaper and press agencies:

- Increase the time and content of traffic safety propaganda during the Lunar New Year and the 2014 Spring Festival season; focus on propagating the causes and risks of increased traffic accidents during the New Year and popularizing laws on traffic safety and order, measures to prevent traffic accidents such as: wearing helmets, not driving after drinking alcohol, obeying speed regulations, carrying the correct number of people...; measures to limit motorcycle and motorbike accidents in rural areas, measures to prevent passenger car accidents, and accidents on steep mountain passes.

- Assign reporters to regularly coordinate with members of the Provincial Traffic Safety Committee and the Standing Committee of the Provincial Traffic Safety Committee to promptly report on activities to ensure traffic order and safety in localities and the direction and implementation of relevant provincial departments and branches.

6. Social organizations:

- Promote the dissemination of laws on road, railway and inland waterway traffic to cadres, members and union members at the grassroots level of wards, communes and towns, focusing on young people and teenagers, actively implementing measures to prevent and avoid motorcycle and motorbike accidents, ferry accidents and accidents at railway crossings.

- Participate and coordinate with functional forces in activities to ensure traffic order and safety in the area and scope under their management.

Require relevant departments, branches, sectors, and organizations; People's Committees of districts, cities, and towns to seriously organize implementation.
