Eliminate proxy exams and study

From July 1, 2013, testing centers in provinces and cities will apply the new test content specified in Circular 18/2012 promulgating national technical regulations on road motor vehicle testing centers and Circular 46/2012 regulating training, testing, and granting driving licenses. The car driving license test set has been increased from 405 questions to 450 questions. In addition, the time for theory and practice tests for some categories of motorbike and car drivers has been shortened. For the practical driving test, the garage on the training ground has also been shortened... Furthermore, students entering the driving test room only need to press the correct registration number on the computer, which will display personal information in the test including the candidate's photo, full name, date of birth, ID number, and course. The cameras in the theory and practical exam department also record images of the test takers to store in the test taker's file, so there will be no situation of studying or taking the driving license test for someone else.

Mr. Nguyen Van Huyen - Chief Inspector of the Ministry of Transport said that this innovation aims to improve the quality of training and testing for driving licenses, forcing students to study practically and diligently. Moreover, by making the theory test as public as possible and increasing community supervision, the level of outside intervention will be minimized, and negativity will be limited. Students who do not focus on both theory and practice will certainly fail.

Sharing this view, Mr. Nguyen Xuan Tan - Deputy Director of Hanoi Department of Transport affirmed that although there are no major changes, the new set of standards requires students to study more carefully, more deeply, and operate more accurately to meet the requirements. Hanoi will have 26 qualified driving courses according to the new set of standards, meeting the driving learning needs of the capital's residents. All automatic scoring devices are made public. In addition, all centers have hotlines to report any incorrect phenomena.

Financial mechanism is still difficult

One of the current difficulties for driving training and testing centers when implementing the new standards is the issue of investment in facilities and equipment. According to the new regulations, the test sections will be directly monitored via cameras and displayed on electronic boards, and the practice ground will also have to be modified accordingly, so the investment in equipment and repairs is not small. However, this source of funding must be invested by the centers themselves.

Talking to Giao thong reporter, Mr. Le Van Dai - Director of the Driving Test Center under Automobile Company No. 2 (Hanoi) said that the investment is large but the equipment usage time is not long, and it must be depreciated continuously because most of the equipment is electronic, causing many difficulties for driving training and testing facilities. Besides, the current testing and training fees are still low. Meanwhile, the cost of input materials is increasing day by day. The testing fee has been implemented since 2007, and is now inappropriate.

To overcome this, Mr. Dai suggested that it would be better for vehicles for current testing centers to be given preferential treatment in terms of equipment import tax. All vehicles used for driving tests are not exempt from road traffic fees; while these vehicles do not participate in traffic, they still have to pay road maintenance fees.

Sharing the same opinion, Lieutenant Colonel Le Quang Bon - Director of the Vocational Training, Training and Testing Center for Drivers at the Fire Prevention University said that when the quality of the vehicles is good and the facilities are good, it will attract many students, which will be a factor in capital recovery.

Mr. Nguyen Van Huyen - Chief Inspector of the Ministry of Transport added that the current fees are still low while the level of investment in technology and facilities is also causing difficulties for the centers. In the near future, the Ministry of Transport will propose the Ministry of Finance to set a floor price for driving license testing and training fees. This is also to limit unhealthy competition between centers by reducing prices to attract students.
