Attending the conference at Nghe An bridge point were Colonel Nguyen Van Tuy - Political Commissar of the Nghe An Border Guard, member of the Steering Committee and Secretariat of the project "Strengthening legal dissemination and education for officials and people in border and island areas in the period of 2014 - 2016" of Nghe An and Ha Tinh provinces.

The implementation of the project "Strengthening the dissemination of legal education for officials and people in border and island areas" in phase 1 (2014 - 2016) was carried out seriously, diversely, richly, appropriately, closely following the plan and requirements set out.

Agencies, units and localities have focused on in-depth propaganda work for officials and people in border and island areas on practical legal knowledge related to their rights and obligations in border and island areas such as: the 1982 United Nations Convention on the Law of the Sea, the Agreement on the Delimitation of the Gulf of Tonkin between Vietnam and China, the Agreement on Vietnam-China Fisheries Cooperation, the Constitution of the Socialist Republic of Vietnam, the Criminal Code, the Land Law, the Law on National Borders, the Law on the Sea of ​​Vietnam, the Law on Complaints and Denunciations, the Law on Marriage and Family; Decree 161 of the Government on maritime border regulations, Decree 34 on land border regulations...

In Nghe An, the implementation of the project has received special attention from all levels and sectors. Steering Committees have been established from the provincial to grassroots levels. Localities and units have proactively selected pilot areas to replicate throughout the area.

Propaganda contents are carried out in many rich forms such as: dramatization, visualization, vividness, concentrated propaganda, focusing on each specific case suitable to the actual conditions of each locality and each ethnic group, contributing to raising awareness, understanding of the law and sense of law compliance for cadres and people in border and island areas.

In order for the project to be effective, localities need to pay attention to overcoming shortcomings, continue to select and replicate good models and practices. Strengthen the work of advising, urging and inspecting implementation at the grassroots level regularly, and proactively compile documents, in order to best implement the work of disseminating and educating the law to people in border and island areas in the coming time.
