Further strengthen the blood relationship between the Party and the people

(Baonghean) - Our beloved Uncle Ho once taught: "The people's strength is very great. Mass mobilization is very important. If mass mobilization is poor, everything will be poor. If mass mobilization is skillful, everything will be successful." Imbued with his ideology, throughout the renovation process, our Party has strived to build a united bloc between the people and the Party, between the Party and the people. That flesh-and-blood relationship creates great consensus among the people, which is the premise for building the Party in the new period: morality and civilization.

At the 6th National Congress of our Party, the Party Central Committee (6th tenure) issued Resolution 8b-NQ/HNTW on "Innovating the Party's mass work, strengthening the relationship between the Party and the people". The Resolution was thoroughly implemented, creating high consensus in the entire Party, the entire army, and the entire people on the position, role, and necessity of innovating mass mobilization work. Affirming the role and importance of mass mobilization work in the new period, the 10th Politburo also issued Decision No. 290-QD/TW, dated February 25, 2010, promulgating the Regulation on mass mobilization work of the political system, which clearly stated: "Mass mobilization and mass mobilization work are tasks of strategic significance for the entire revolutionary cause of our country; are important conditions to ensure the leadership of the Party and consolidate and strengthen the flesh-and-blood relationship between the Party, the State and the people". The 17th Nghe An Provincial Party Congress also emphasized the role of mass mobilization work, Party committees and authorities at all levels need to proactively and promptly grasp the situation among the people, issues of concern and public opinion to reflect to the Party and authorities for handling, contributing to the peace of the people, not allowing hot spots to occur in the area. To successfully implement that policy, the Provincial Party Committee's Mass Mobilization Commission has advised the Party Committee to effectively implement Decision No. 2138 - QD/TU on promulgating the Regulations on mass mobilization work of the political system of Nghe An province, Decision No. 2954 - QD/TU dated October 4, 2012 on promulgating the Project on building a core of religions; Decision No. 2924 - QD/TU dated August 30, 2012 on promulgating the Regulations on dialogue with the people; Projects 06, 08, 09 of the Provincial Party Committee's Standing Committee on implementing the action program to implement Resolution No. 25 - NQ/TW on strengthening and innovating mass mobilization work in the new situation; Project No. 10 of the Provincial Party Standing Committee on implementing the action program to implement Resolution No. 26 - NQ/TW of the Politburo on Nghe An and Decisions 217, 218 - QD/TW on the Regulations on social supervision and criticism of the Vietnam Fatherland Front, political and social organizations" and "Regulations on the participation of the Vietnam Fatherland Front, political and social organizations and people in giving opinions on Party building and government building".

Imbued with that ideology, mass mobilization work is always one step ahead. There are many cases and events that have achieved important results thanks to the mass mobilization work being taken seriously and proactively, such as in the issues of political stability in specific areas, in the implementation of key national projects in the area, in maintaining political, economic, social, defense and security stability in the area. To achieve these results, the Provincial Party Committee's Mass Mobilization Committee has advised on inspection and supervision of the implementation of directives and resolutions on mass mobilization work. Effectively implementing the Grassroots Democracy Regulations in all three types of communes, wards and towns; agencies and enterprises. As a result, 21/21 districts, cities and towns have deployed the construction of 31 bright spots in implementing the grassroots democracy regulations. Through the implementation of the grassroots democracy regulations, the leadership methods, working styles and manners of Party committees, authorities, the Front and mass organizations have changed. The majority of cadres and party members are close to the grassroots, close to the people, know how to rely on the people, respect and listen to their opinions. Good implementation of the grassroots democracy regulations has contributed to the fight against corruption and waste, promoted administrative reform, reduced complaints and denunciations from the people, and prevented people from bringing large numbers of people to file complaints at the Central level. People are happy, contributing to maintaining political stability, social order and safety, ensuring national defense and security.

The issuance of projects to implement Resolution No. 25 on skillful mass mobilization has created a vibrant competitive atmosphere in building skillful mass mobilization models at all levels of government and organizations. The skillful mass mobilization models have been deployed in all aspects of life, gradually improving mass mobilization activities, bringing mass mobilization work into depth, gradually grasping the thoughts and feelings of the people, promptly handling backlogs and problems. Every year, localities have voted, honored, and commended models and typical skillful mass mobilization models from the grassroots to the district level; doing a good job of checking and evaluating skillful mass mobilization models for honoring. If in 2011 there were 367 models, then by 2015, 2,500 models were registered to be built.

To make mass mobilization work effective, it is important to grasp the thoughts and feelings of the people, stay close to the people, and help the people. The Mass Mobilization Committees at all levels have advised the Party Committees to lead and direct the activities of the Fatherland Front and mass organizations. Mobilizing the masses to enthusiastically participate in patriotic emulation movements, the movements "All people unite to build a cultural life in residential areas"; the movements to support the "Fund for the Poor", "Volunteer shock for the West", "Join hands to build new rural areas".

The implementation of mass mobilization work in state agencies and administrative units has also been promoted. The Mass Mobilization Committee at all levels has advised the Party Committees to lead and direct mass mobilization work to prevent and combat corruption, waste, and practice thrift at all levels and sectors. Resolve complaints and denunciations, handle and resolve outstanding and urgent cases in the area. The mass mobilization work of the government has had a change in awareness and action, thereby contributing to building public ethics, raising awareness, responsibility, and attitude towards serving the people and businesses of government officials at all levels.

Our province has been implementing Decision 2355/QD-TTg in 2013 of the Prime Minister on the Project on socio-economic development of the Western region, so mass mobilization work is also considered important to go ahead and mobilize people to raise awareness and clear their thoughts in implementing policies on land clearance and implementing projects on socio-economic development of the Western region; programs on hunger eradication, poverty reduction, combating illegal migration, combating illegal proselytization, protecting forests, resources, minerals, preserving and promoting unique cultural values ​​of the nation, contributing to the successful implementation of socio-economic targets of the province.

Notably, in order to successfully implement the goals of Resolution 26 - NQ/TW of the Politburo on the direction and tasks for the development of Nghe An province until 2020, the Mass Mobilization Committee has advised on the issuance of Project No. 10 on "Improving the effectiveness of the Party's leadership in socio-economic development, national defense and security", especially in resolving urgent, urgent and outstanding cases. Recognizing the importance of implementing the project locally, Party committees at all levels have included the content of the project in the Resolutions of Party Congresses at all levels for implementation. Up to now, the contents of Project No. 10 - DA/TU have basically been effectively implemented; The urgent and prominent cases mentioned in the project such as: Environmental pollution at Thai Duong Foreign Pig Farm (Do Luong), Ben Thuy Loading and Unloading Cooperative, Trung Do Cooperative, land disputes at Cam Truong Parish (Quynh Luu), Xuan My Parish (Nghi Loc); land disputes between agricultural and forestry farms and people in Quy Hop, Quy Chau... have been focused on by Party committees, authorities at all levels and related sectors together with the Provincial Mass Mobilization Committee to mobilize and persuade the people, combined with synchronously resolving the State's policies in a direction that benefits the people, so they have basically been resolved, receiving the people's support.

However, in the process of implementing and deploying mass mobilization work, there are still some shortcomings, limitations and shortcomings. The work of advising, deploying, urging, inspecting, supervising, summarizing and concluding a number of directives and resolutions of the Party on mass mobilization work in some sectors and localities is not active and not very effective. The model building of the Vietnam Fatherland Front and mass organizations is still confusing, lacking initiative, and effectiveness is limited. There are no large models, and some places have built models in a formal way. The work of supervising and social criticism of the Vietnam Fatherland Front and mass organizations is still lacking initiative and effectiveness is low. The implementation of the Democratic Charter in some departments, sectors and localities is still limited, and some places are too formal. The grasping and synthesizing of the people's situation to advise the Party Committee, government and local authorities is sometimes not timely. The situation of bureaucracy and causing trouble for the people still occurs; In some places, the work of resolving complaints and denunciations, especially land issues and site clearance, is still ineffective. Coordination with all levels and sectors to appraise some projects of the Fatherland Front, socio-economic programs, national defense and security... is still slow and ineffective.

There are many reasons for this situation, but the main reason is that the awareness of the responsibility for mass mobilization work of some Party committees, authorities, cadres and Party members is not at the right level. The implementation of mass mobilization tasks at some grassroots levels is not regular, confusing and passive. There is no innovation in the implementation method. The work of advising, proposing, guiding, urging and inspecting by some Party committees' mass mobilization committees is still limited, a number of cadres and Party members, including those doing mass mobilization work, are not exemplary, which reduces the people's trust. The coordination and combination between departments, branches, organizations and forces in the process of implementing mass mobilization work is not really tight, and the efficiency is not high.

So, in order for mass mobilization work to truly be a task of strategic significance for the entire revolutionary cause of our country, it is necessary to first make a strong change in the ideology, awareness, consciousness, and sense of responsibility of all organizations, forces, the entire political system, and the people in carrying out mass mobilization work.

Second, combine well the implementation of the Resolution of the Party Congresses at all levels with the action program on mass mobilization work and the Mass Mobilization Work Regulations of the political system. In particular, mass mobilization work must focus on participating in building clean and strong Party organizations in terms of politics, ideology and organization, must truly promote democracy along with maintaining discipline and order; respect and promote the people's right to mastery, rely on the people to build the Party. Well implement the Project on building the social supervision and criticism regulations of the Fatherland Front and socio-political organizations and effectively implement Resolution 25-NQ/TW on mass mobilization work, Decision 290 on the Mass Mobilization Work Regulations of the political system. Strengthen and improve the quality of activities of mass mobilization teams, mass mobilization blocs, the Fatherland Front and organizations in religious and ethnic minority areas.

Third, continue to innovate the content and methods of mass mobilization work to suit the new situation... From there, focus on the grassroots, stay close to the locality, stay close to the people, increase direct dialogue with the people to grasp and synthesize "accurately and correctly" the thoughts, aspirations and legitimate proposals and recommendations of the people. On that basis, research and advise the Party, State, Party committees and authorities at all levels to have policies and measures to lead and direct timely and lawful solutions, especially issues that have a direct impact on and are directly related to the lives, jobs and incomes of the people...

Fourth, promote the exemplary vanguard role of cadres and party members who care deeply about people's lives.

Mass mobilization work is an interactive activity between the Party and the people, between specific people and the community and social strata for the development of a common movement in a locality and more broadly. Mass mobilization work must be both scientific and at the same time the art of mobilizing and rallying the masses to create a combined strength to ensure that the Party's directives and resolutions, the State's policies and laws come into life, successfully implementing the goal of "A rich people, a strong country, a democratic, equitable and civilized society" that our Party is striving to care for./.
