Positive results

After the Prime Minister issued Official Dispatch No. 95/CD-TTg dated10/1/2013, Official Dispatch No. 1966/CD-TTg dated November 19, 2013 on strengthening control of vehicle load on roads; Directive No. 12/CT-TTg dated23/6/2013on some urgent solutions to reduce serious traffic accidents in transportation activities; Directive No. 1095/CT-TCDBVN dated21/3/2014In response to the General Department of Roads' directive on the simultaneous implementation of vehicle load inspection on roads, the Provincial Party Committee and Provincial People's Committee have issued many documents directing the implementation of the task of controlling the load of means of transport circulating in the province.

On April 1, 2014, Vehicle Weight Inspection Station No. 15 was established and operated continuously 24/7. In addition, dozens of inspection teams were established with the participation of inspectors from the Department of Transport, Inspectors from the Road Management Department, road maintenance management units, in coordination with the police force to regularly patrol and control important arterial routes, both checking vehicle weight and handling violations of regulations on the size limit of cargo containers of transport vehicles. Along with strengthening inspection and control, the Department of Transport, the Provincial Police, and the authorities of districts and cities focused on propaganda and mobilization to raise awareness among transport business owners and vehicle owners. With the synchronous participation, in 2014, more than 14,000 cases of oversized and overloaded vehicles were detected; administrative violations were fined nearly 39 billion VND; Temporarily revoked driving licenses of 13,133 cases. Of which, the traffic inspection force issued 7,455 decisions to sanction administrative violations, imposing fines of over 25 billion VND; revoked driving licenses of 3,336 cases; and unloaded 13,560 tons of various goods.

According to Mr. Nguyen Khac Chuong, Deputy Chief Inspector of the Department of Transport, in order to handle violations of oversized and overloaded vehicles, inspection teams and weighing stations face many difficulties. These include non-compliance with regulations by vehicle drivers; inadequacies in regulations when the same vehicle brand has inconsistent dimensions; on the same route, inspection and handling by localities is not consistent, causing vehicle owners and drivers to often make comparisons; transport business owners and vehicle owners use some "unique" tricks such as arranging people to monitor and grasp information on the operations of weighing stations and inspection teams to avoid control, or "open routes" to avoid weighing stations; in particular, on National Highway 7, vehicles with foreign license plates transporting wood from Laos have loads that exceed regulations many times, but handling violations is very difficult because the regulations of the neighboring country are inconsistent with those of Vietnamese law, and there are differences in language...

Mr. Nguyen Khac Chuong said: "At the end of August 2014, the Traffic Inspectorate forced 100 vehicles carrying Lao timber (including 80 vehicles with Lao license plates) to unload and reload right at Nam Can Border Gate. In addition, many vehicles with Lao license plates carrying overloaded timber were unloaded and administratively punished according to the law. Typically, on November 23, 2014, 22 vehicles were unloaded and violations were handled in Do Luong Town; on February 3, 2015, 17 vehicles from Cau Treo (Huong Son, Ha Tinh) passing through Km20+100 of Vinh City bypass road were unloaded and violations were handled... To handle violations of vehicles with Lao license plates, the Traffic Inspectorate had to spend a lot of time learning the provisions of the law, only when studying the Protocol of the two countries, did it realize that there was a convention that vehicles must comply with the law when participating in traffic. of the host country, then we have the basis to handle violations...".

Mr. Tran Trong Thang, Chief Inspector of the Department of Transport, said: "To achieve that result, in addition to the efforts of the participating units, we especially acknowledge the consensus and support of the transport business owners and vehicle owners. In addition to complying with the correct weight of goods transportation, many transport businesses and vehicle owners have proactively cut off the extended side of the vehicle body. The clearest example is that previously, the whole province had 293 Howo cars that changed the size of the body to transport overloaded loads. After being mobilized, the transport business owners and vehicle owners cut off the height of the extended side of the body of 290 vehicles, leaving only 3 vehicles operating in the mining area...".

Strengthen strong measures

According to the direction of the Department of Transport, on the occasion of the Lunar New Year 2015, the forces implementing the task of controlling oversized and overloaded vehicles will continue to stick to the "posts" to carry out the task. According to Mr. Tran Trong Thang, 100% of the inspection officers will be on duty from December 18, 2014 to December 18, 2015.20/1/2015(lunar calendar) at stations on National Highway 1A, Thai Hoa Town, Vinh City and Cua Lo Town. To ensure the control of oversized and overloaded vehicles, in addition to meetings and encouragement, the leaders of the Department of Transport have assigned the department's inspectors to carefully prepare facilities so that officers can confidently perform their duties.

In order to strengthen the control of oversized and overloaded vehicles in 2015, strong measures have also been proposed. These include maintaining the operation of Vehicle Weight Inspection Station No. 15, strictly implementing 24/7 control; establishing inspection teams to coordinate with local authorities to focus on strictly and thoroughly handling oversized and overloaded vehicles in mining areas, cargo loading and unloading ports, cement factories, contractors, quarries, construction material supply yards, not only closely inspecting on national highways but also provincial and district roads...; tightening the management of granting licenses for overloaded vehicles, oversized vehicles, and oversized and overweight vehicles on roads; assigning tasks to road management units to arrange patrol forces to regularly inspect on roads; if violations of oversized and overloading are detected, they must promptly report to inspection teams or weighing stations for handling...

As a person who regularly joins inspection teams to patrol and handle oversized and overloaded vehicles, Mr. Hoang Phu Hien - Deputy Director of the Department of Transport said: In the past time, the two sectors of the Public Security and Transport have taken drastic actions and achieved remarkable results, contributing to ensuring traffic order and safety and protecting traffic infrastructure. Those results have been recognized by the Ministry of Public Security, the Ministry of Transport and the Government. Also through strengthening the control of means of transport, the awareness of transport enterprises, vehicle owners and drivers has had positive changes. In order to eliminate the problem of oversized and overloaded vehicles on the roads in the province, in the coming time, in addition to implementing the proposed solutions, the two sectors of the Public Security and Transport will continue to direct the enforcement forces to perform their duties resolutely, impartially and strictly handle violations. In addition, the two sectors will advise the Provincial People's Committee to direct the authorities of districts, cities and towns to participate more strongly. It is necessary to see that the control of oversized and overloaded vehicles is the responsibility of the locality, not just the two sectors of the Public Security and Transport...
