Strengthen inspection and supervision of administrative reform implementation
(Baonghean.vn) - On the afternoon of May 20, at the People's Committee of Quy Hop district, the interdisciplinary inspection team led by comrade Le Dinh Ly - Deputy Director of the Department of Home Affairs had a working session to summarize the inspection of the implementation of Administrative Reform and the implementation of Directive 17.CT/TU of the Standing Committee of Nghe An Provincial Party Committee and Directive 10 of the Provincial People's Committee on implementing office regulations, one-stop regulations, and publicly posting administrative procedures in Quy Hop.

At the summary meeting, the delegation reported the results of the inspection at a number of communes and specialized departments of the district in Quy Hop. Through the inspection, the delegation noted positive changes in the rectification of administrative discipline in public offices.

Regarding the dissemination and implementation of regulations on public ethics according to Directive 17 - CT/TU, the Party Committee of the Commune People's Committee has taken steps to implement and promulgate them methodically and in accordance with regulations. However, some communes have not yet developed a cultural regulation at the workplace, have not organized the signing of commitments to implement Directive 17 for civil servants; document work has not received due attention. There are still some officials absent during working hours for unknown reasons. The facilities in some areas are not yet complete, so the implementation of the one-stop and inter-connected one-stop regulations is still facing difficulties.

Also at the meeting, the District People's Committee reported on administrative reform in 2015. Accordingly, in 2014, it conducted administrative reform inspections in 4 communes on institutional reform, administrative procedure reform, building and improving the quality of cadres, civil servants and public employees; public finance reform, administrative modernization and implementation of the one-stop mechanism of communes and towns.
In the first 6 months of 2015, the Department of Justice has reviewed and coordinated with relevant departments, agencies and sectors to issue 15 legal documents. 8/13 specialized departments, 3/5 units and 19/21 communes and towns have had civil servants and public employees register to participate in administrative procedure reform, improving the quality of service to the people.

In an exchange with the inspection team, Vice Chairman of the People's Committee of Quy Hop district Phan Thi Tri presented the results achieved after nearly two years of implementing the contents of Directive 17 and some difficulties and obstacles in the process of implementing administrative reform procedures such as supplementing the payroll in the education sector, paying salaries to non-payroll staff. In addition, the organization consolidation, arrangement of specialized payroll and conditions to ensure the activities of building, checking and reviewing documents at departments and units at the commune and town levels are still not guaranteed.
Concluding the meeting, comrade Le Dinh Ly said that the organization of the staffing apparatus in the district has been strictly implemented, there is no arbitrary contract situation, the contents of administrative reform including the implementation of Directive 17 and Directive 10 have achieved remarkable results. However, the district needs to promote information and propaganda work on administrative reform, especially at the commune level; strengthen leadership, inspection, urging, and timely correction of the implementation of the Party's policies and resolutions on administrative reform.
