Not only in Nghe An, at Hanoi National University, there have also been many violations in training cooperation with foreign countries, resulting in many consequences, affecting the lives and studies of thousands of people. In early 2013, the Government Inspectorate concluded its inspection of the management of joint ventures and university and postgraduate training cooperation, according to which, over 46% of the total 419 training cooperation programs at 18 schools have not been licensed by the Ministry of Education and Training.
In recent years, joint training programs between schools at home and abroad have flourished to meet the increasing learning needs of individuals. Joint training is a model to create learning opportunities for the whole society, thanks to which, many people in remote areas; many people who are busy with work, do not have time to attend regular classes... have the opportunity to study. Joint training has made a certain contribution to training human resources to serve socio-economic development. However, in reality, organizing joint training outside the main facility to grant college and university degrees has revealed many shortcomings, even in some places violating State regulations, violating the law in financial and economic management.
But what is more concerning is that in reality, in joint programs, the content and training programs are often cut short; the facilities and equipment of the joint units are still lacking, outdated, and inappropriate, leading to the quality of joint training not being guaranteed. Therefore, whether people who are awarded college and university degrees from these joint programs actually meet the standards of qualifications and professional skills is an unanswered question.
Obviously, only through inspection and examination, on the basis of strict regulations and rules issued by the Ministry of Education and Training, have the authorities discovered many violations in educational and training joint-venture establishments, in order to take corrective and handling measures. This is primarily to protect the legitimate interests of learners; to tighten State management of the quality of education and training in the form of joint-venture.
The labor market in our country is increasingly operating according to the law of supply and demand, in which the quality of workers with standards of qualities, qualifications, skills, etc. is increasingly being promoted and is the decisive factor. The negative phenomenon of relying only on or valuing "diplomas" is gradually being eliminated in social psychology. Therefore, regardless of the form of training, educational and training institutions and learners need to know how to think and act in order not to go against that trend. State management agencies from the central to local levels need to strengthen inspection and examination work, resolutely handle violations; at the same time, have measures to require training institutions to be responsible for resolving the legitimate aspirations of learners.
