Strengthening leadership and direction in building the political system of the religious region
(Baonghean) - In recent years, the implementation of Conclusion No. 09-KL/TU dated December 5, 2006 of the Provincial Party Committee, term XVI, on building the grassroots political system in religious areas has been regularly paid attention to by all levels, initially creating positive changes in a number of aspects. However, at present, the grassroots political system in religious areas still has many issues that need special attention. The leadership capacity of grassroots party organizations, the management and operation of the government, the activities of the Fatherland Front, and people's organizations in many places still show limitations and weaknesses; some places even lack the ability to lead and direct the resolution of issues and incidents that occur under the authority of the grassroots. The work of developing party members, uniting, and gathering members and union members has encountered many difficulties. The work of propagating, mobilizing, and encouraging religious dignitaries and officials to implement the Party's guidelines and policies and the State's laws and policies is still confusing and ineffective.
The socio-economic development in many religious areas is slow, the poverty rate is still high; the mobilization of internal resources for socio-economic development and the implementation of civic duties is not good. The work of preventing, grasping the situation, detecting, stopping and handling illegal religious activities is still passive, not very effective, in some places there are complicated incidents, seriously affecting security and order.
The above limitations and weaknesses, in addition to objective factors, are mainly due to subjective causes: Awareness and methods of directing the construction of the grassroots political system in religious areas in many places are still confused, lacking specific programs, plans, and measures, or are rigid, mechanical, and lacking creativity. Some party committees, authorities, and organizations in the grassroots political system in religious areas have not clearly defined their responsibilities at the grassroots level, but are still passive, waiting for superiors, lacking methods of approaching and taking advantage of religious dignitaries and officials; even showing inferiority complex, discrimination, avoidance, fear of conflict, not daring to fight directly, allowing some problems to persist, creating frustration and outbreaks of complicated incidents. The leadership, direction, and guidance of departments, branches, the Fatherland Front, and provincial and district-level organizations towards the grassroots level are sometimes and in some places not close enough, not specific, not regular, and have low efficiency.
To overcome the above limitations, the Provincial Party Standing Committee issued Directive No. 20/CT-TU dated July 15, 2014 requesting Party committees, Party organizations, authorities, the Fatherland Front and socio-political organizations to continue to thoroughly grasp and promote the implementation of Conclusion No. 09-KL/TU dated December 5, 2006 of the Provincial Party Executive Committee, term XVI, on building a grassroots political system in religious areas, in conjunction with the implementation of Resolution No. 09-NQ/TU dated March 13, 2012 of the Provincial Party Executive Committee, term XVII, on improving the leadership capacity and fighting strength of grassroots party organizations in Nghe An province in the period 2011 - 2015, focusing on a number of key contents:
- Innovate and improve the effectiveness of propaganda and education work, creating clear changes in awareness and responsibility of the grassroots political system, party members and people in religious areas;
- Focus on building and strengthening organizations in the grassroots political system in religious areas, especially in blocks and hamlets;
- Focus on improving the quality and promoting the responsibility of grassroots cadres in religious areas; and continue to invest in socio-economic development in religious areas.
