Signing of memorandum of understanding on drug prevention cooperation
In 2013, the situation of drug crimes along the Vietnam-Laos border in general, and the Vietnam-Laos border in 8 provinces in particular, continued to be complicated. Drug criminals still operate strongly, on a large scale, are tightly organized, transnational and increasingly serious. Since the beginning of the year, the drug prevention forces of 8 provinces have discovered and arrested 2,750 cases, 3,681 subjects, of which the Vietnamese side discovered 2,470 cases, arrested 3,298 subjects; the Lao side discovered and arrested 280 cases, 383 subjects.
The 8 provinces have exchanged a lot of information related to the crime situation between localities; regularly sent working groups to exchange experiences in the fight against drugs; and supported the destruction of many major cases. However, the drug prevention functional forces of the 8 provinces have not been proactive in coordinating and exchanging information on drug crime; the basic investigation work of the specialized drug prevention forces has not been widely deployed along the entire border...
At the Conference, 8 provinces of Hua Phan, Luang Prabang, Phong Sa Ly, Xieng Khouang, Nghe An, Thanh Hoa, Son La, Dien Bien signed a memorandum of understanding on drug prevention and control. Accordingly, the provinces continue to advise the Party Committees and authorities to direct all levels, sectors, and socio-political organizations to promote propaganda work on drug prevention and control; continue to direct the offices of the steering committees for drug prevention and control and social evils to increase information exchange to improve coordination efficiency; direct professional units to coordinate in developing common professional plans. In particular, focusing on the work of formulating projects to combat transnational drug crimes; maintaining annual consultations and meetings between provincial levels, 6-monthly between district levels, 3-monthly between clusters, villages, and communes sharing the same border, etc.
