Determining that to eliminate rabies from the community, controlling the virus that causes the disease in dogs and cats is the most important factor. The specialized agency, the Provincial Department of Animal Husbandry and Veterinary Medicine, has proactively advised the Department of Agriculture and Rural Development to submit to the Provincial People's Committee to issue many documents, directives, and directions to implement the Rabies Prevention and Control Program, and annually allocate funds to implement rabies prevention and control measures.

Nghe An issued Directive 06/CT-UBND dated March 14, 2024 on strictly implementing measures to prevent animal rabies and avian influenza.

At the same time, since the beginning of the year, the professional sector has implemented solutions on propaganda on television, newspapers, documents, handbooks, and inspection of rabies prevention and control at the grassroots level...; the province has organized training courses on State management of veterinary medicine for grassroots veterinary medicine, disease surveillance, building facilities and animal disease-safe zones, including rabies; districts have organized many training courses on rabies prevention and control and skills in catching dogs for vaccination, handling rabies outbreaks and investigating outbreaks...

Since then, people have become aware of the dangers of rabies, so rabies vaccination for dogs and cats has gradually increased, with the vaccination rate each year higher than the previous year.

This year, as of November 2024, the number of vaccinated dogs and cats is over 200,000, reaching more than 70% of the total herd.

Thanks to people's awareness of the dangers of rabies and high vaccination rates, rabies has not yet occurred on a large scale in the province. Some small, isolated cases of rabies have been handled by ward and commune veterinary officers and local authorities. When there is information about an epidemic from the grassroots, the provincial Department of Animal Husbandry and Veterinary Medicine coordinates with the locality to handle the outbreak and vaccinate the outbreak promptly. Rabies surveillance sampling is carried out regularly in districts, cities and towns.

Actively prevent rabies

Rabies is caused by the rabies virus of the genus Lyssavirus, family Rhabdoviridae, which is found in the saliva of rabid animals. Infected animals transmit the virus to other animals or humans through bites. In some cases, rabies can be transmitted through contact of saliva with open wounds, mucous membranes of the eyes, or nose. For example, if an animal infected with rabies, but still in the incubation period, licks a wound on your skin, you may be infected.

It can be affirmed that the cause of rabies in dogs and cats is due to the pathogen circulating in the large dog population. Dogs that have not been vaccinated do not have active immunity to the disease. Meanwhile, people are still subjective about rabies when bitten by infected dogs and do not go to medical facilities to prevent rabies in time.

In recent times, the work of preventing and controlling rabies has achieved certain successes. Authorities at all levels have paid real attention to the work of preventing and controlling rabies, especially at the grassroots level, which used to be left to the veterinary force, but have now thoroughly grasped and directed departments and branches to coordinate and join hands to eliminate rabies from the community. Proactively detect early, contain small areas of rabies outbreaks in animals, limit damage and spread to humans.

Mr. Tran Vo Ba - Deputy Head of the Provincial Department of Animal Husbandry and Veterinary Medicine

People understand that rabies is a disease originating from animals; identifying domestic dogs as a high risk of rabies in humans, thereby raising awareness in rabies prevention and control, in rabies vaccination for dogs, in dog management, people who are bitten by dogs are required to immediately receive rabies preventive treatment, not using other methods to treat rabies.

Rabies is a disease with a very high risk of death, so it is necessary to promote community education about the severity of the disease and the importance of vaccination. Every family with pets needs to pay more attention to this issue, and also needs to learn about how to prevent dog bites or first aid when bitten by a dog, etc. Prevent dog bites by methods such as: Do not let your dog loose; put a muzzle on your dog, chain your dog when taking it out on the street, etc.

To minimize the impact of rabies, in the coming time, People's Committees at all levels need to be more proactive in planning and organizing the implementation of rabies prevention and control annually, and allocate budgets to ensure the implementation of activities. Mobilize resources to focus on implementing local rabies prevention and control solutions.

“Setting disease prevention and control as a key task, further enhancing the role of Party committees, authorities and grassroots organizations in disease prevention. Managing the dog herd in the area well, annually organizing rabies vaccination for 80% or more of the total dog herd.”

Along with that, strictly handle violations of regulations on disease prevention, control and management of domestic dogs and cats. Closely coordinate with the Provincial Center for Disease Control to strengthen surveillance and control of rabies, detect and promptly handle cases of dogs with rabies or suspected rabies. Strengthen extensive propaganda through many forms, so that people clearly understand the dangerous nature of rabies, how to prevent and control rabies. Strengthen control, quarantine, and transport of dogs and strictly handle illegal dog transport according to the provisions of the law on veterinary medicine...
