Strengthening prevention of FMD in livestock
Currently, foot-and-mouth disease (FMD) type A has occurred in the provinces of Ha Tinh, Thanh Hoa, and Quang Tri. In Nghe An province, FMD type A has occurred in Dien Thai commune, Dien Chau district, causing 5 cattle to become infected. The Provincial People's Committee has issued a decision to declare FMD type A in Dien Thai commune and communes in the threatened areas.
Cause: In the recent past, due to the impact of storms No. 10 and 11, many localities have been flooded, causing environmental pollution, food scarcity, and unusual weather changes, reducing the resistance of livestock. On the other hand, Nghe An is a province with many large livestock trading and transportation markets; the work of controlling slaughter and quarantine of transportation has encountered many difficulties, while in some provinces such as Thanh Hoa, Ha Tinh, and Quang Tri, FMD type A has occurred and is spreading widely.
To proactively prevent and control epidemics, limit damage caused by epidemics, and prevent the epidemic from spreading to other localities, the Provincial People's Committee requests the Chairmen of the People's Committees of districts, cities, and towns; Directors of departments; Heads of relevant departments and branches to strictly implement Official Dispatch No. 35/CD-UBND dated November 1, 2013 of the Provincial People's Committee "On focusing on preventing and controlling FMD in livestock", especially urgently implementing the following contents:
1- For Dien Chau district:
- Implement urgent measures to prevent and control epidemics.
- Concentrate forces to control the epidemic in the fastest time.
- Destroy livestock infected with FMD type A when the epidemic is limited.
- Set up temporary animal quarantine checkpoints on main traffic routes to prevent livestock and livestock products from being transported out of epidemic communes.
- Organize and implement vaccination against multi-type FMD for cattle and buffalo in communes in epidemic-threatened areas and epidemic-affected communes.
- Implement sanitation and disinfection work, disinfect livestock environments in epidemic communes and communes in epidemic belts; markets selling livestock and livestock products...
Use chemicals supported by the Central Government. District and commune People's Committees support funding to buy lime powder to disinfect village roads, alleys, and public places. Livestock farmers spend their own money to buy lime powder to disinfect their family's livestock barns.
2. Localities where the epidemic has not occurred:
- Develop a plan to prevent and control FMD type A in the management area.
- Coordinate with the Provincial Veterinary Department to direct the People's Committees at the commune level, the Department of Agriculture and Rural Development (Economic Department), the district veterinary station, relevant departments, organizations and individuals in the locality to implement measures to prevent and control FMD type A in the district.
- Set up temporary quarantine checkpoints to control the transportation of animals and animal products in key areas, coordinate with functional forces to strictly control and prevent animals and animal products carrying pathogens from entering the area.
- Strengthen information and propaganda on mass media about the dangers of FMD type A. Advise livestock farmers to take good care of, raise, and raise livestock in a biosafety manner; regularly clean and disinfect barns and livestock environments.
- Mobilize livestock organizations and individuals to immediately report to local veterinary agencies and local authorities when detecting diseases; so that veterinary agencies can take samples to determine the type of virus.
Implement "5 no's": No hiding epidemics; No buying sick livestock; No transporting sick livestock out of epidemic areas; No selling sick livestock; No dumping sick livestock carcasses into the environment.
- Direct the People's Committees of communes, wards, towns, relevant departments, offices and units in the management area: Implement epidemic prevention measures according to the provisions of Decision No. 38/2006/QD-BNN dated May 16, 2006 of the Ministry of Agriculture and Rural Development on promulgating regulations on prevention and control of FMD in livestock and other current documents; Prepare human resources, materials and necessary funding to respond when an epidemic occurs.
- Vaccination against FMD in districts without epidemic:
+ Vaccination scope: Communes bordering Thanh Hoa and Ha Tinh provinces; communes with large livestock markets in the province (U market, Nam Nghia market, Dinh market, Sy market,...); communes located on national highways, provincial roads,...
+ Type of vaccine: Multi-type FMD vaccine (O, A, Asia 1).
+ Vaccine source: Provincial People's Committee supports vaccines, local authorities and people pay for vaccination. Farm owners proactively buy vaccines to vaccinate their livestock.
3. Department of Agriculture and Rural Development:
- Preside over and direct activities to prevent and control FMD type A in the province; organize and implement activities to prevent and control epidemics in livestock. - Coordinate with People's Committees of districts, cities and towns to strengthen inspection and supervision of the implementation of FMD type A prevention and control in livestock at the grassroots level.
- Direct the Veterinary Department to organize and inspect the prevention and control of FMD type A in the province; provide professional guidance and measures to prevent and control FMD type A; Strictly inspect and quarantine the transportation of livestock and livestock products of unknown origin from epidemic areas into the province.
- Coordinate with the Department of Finance to develop a financial plan to ensure the prevention and control of FMD type A in livestock.
- Actively coordinate with relevant agencies under the Ministry of Agriculture and Rural Development to request technical support, vaccines, and chemicals for the prevention and control of FMD type A in livestock in the province.
- Maintain good implementation of reporting regime on FMD type A in livestock according to regulations.
4.Information and communication agencies:
The Department of Information and Communications, the Provincial Radio and Television Station, Nghe An Newspaper and local media agencies coordinate with the Department of Agriculture and Rural Development to strengthen information and propaganda work on the dangers of FMD type A, so that people can raise awareness and take measures to prevent and control the disease.
5.Department of Finance:Advise the Provincial People's Committee to arrange funding sources to promptly serve the work of preventing and controlling FMD type A in the province.
6.Provincial Police:Coordinate with relevant sectors and localities to strengthen inspection and thoroughly prevent livestock and livestock products of unknown origin and unquarantined from being transported in the province.
Requesting Chairmen of People's Committees of districts, cities, towns; Directors of Departments; Heads of relevant provincial departments and branches to urgently implement disease prevention measures. During the implementation process, if there are any difficulties or problems, report to the Department of Agriculture and Rural Development for synthesis and submission to the Provincial People's Committee for timely solutions.
