Strengthening management of automobile transportation fares

The Ministry of Finance has just issued Official Dispatch No. 931/BTC-QLG to the Ministry of Transport and People's Committees of provinces and centrally-run cities regarding the management of transportation fares.

Accordingly, the Ministry of Finance said that, up to now, gasoline and oil prices have continued to be adjusted down deeply twice on January 6, 2015 and January 21, 2015. Through inspection and understanding the situation in some localities, it was found that there are still units that have not declared price reductions, in order to continue to strengthen the management of automobile transportation fares.

Accordingly, the Ministry of Finance requested the Ministry of Transport to direct the Department of Transport to request units to recalculate costs and declare to competent authorities based on the transport organization plan and the fuel price reduction trend. In case these units fail to declare the fare reduction according to the fuel price reduction trend within the prescribed time limit, they must coordinate with competent authorities to handle violations according to regulations.

Focus on continuing to strengthen the inspection and supervision of the implementation of car transport fare declaration in the area according to the provisions of law. For units that do not declare prices according to regulations, sanctions shall be imposed according to the provisions of Article 11 of Decree No. 109/2013/ND-CP and made public on mass media.

For units that have declared reduced fares, urge and request these units to continue to recalculate transportation costs according to the trend of fuel price reduction to re-declare in accordance with regulations. In case units intentionally declare inappropriate price reductions, depending on the situation, it is possible to conduct an inspection of the price formation factors of the units and handle them according to the provisions of the Law on Prices and guiding documents.

Previously, in the context of the decrease in gasoline and oil prices, through monitoring and synthesizing reports from localities, it was shown that many automobile transport businesses had reduced transportation fares and re-declared prices with the Department of Transport and the local Department of Finance; and there were still some automobile transport businesses that had not yet declared fare reductions following the trend of decreasing gasoline and oil prices. Immediately after that, the Ministry of Finance issued Official Dispatch No. 18757/BTC-QLG dated December 23, 2014 on continuing to strengthen the management of automobile transport fares./.
