Strengthening management of inland waterway traffic safety and order

(Baonghean) - To continue to strengthen state management of ensuring order and safety of inland waterway traffic in the province, proactively preventing and stopping waterway traffic accidents, the Provincial People's Committee issued Official Dispatch No. 6974/UBND-NC, dated September 22, 2014 requesting:

1. People's Committees of districts, cities and towns with inland waterway traffic activities:

- Direct district-level radio and television stations to promote the dissemination of laws on waterway traffic safety, set examples of good people and good deeds, and provide guidance on skills to handle situations when participating in waterway traffic.

- Continue to effectively implement the direction of the Provincial People's Committee in Official Dispatch No. 3385/UBND-NC dated May 22, 2014 on strengthening the work of ensuring order and safety of waterway traffic during the tourist season and the rainy and stormy season of 2014.

- Regularly inspect and urge sectors and local authorities to ensure order and safety of waterway traffic, enhance the state management responsibility of the People's Committees at the commune level, especially urge vehicle owners to conduct inspections and extend inspections of technical safety and environmental protection, administrative registration, strictly manage vehicle operators, illegal mineral exploitation activities on rivers...

- Continue to implement Decision No. 13/2014/QD-UBND dated January 27, 2014 of the Provincial People's Committee on the management of rudimentary inland waterway vehicles with a total tonnage of less than 1 ton or a capacity of less than 5 people or rafts when operating in the area.

2. Department of Information and Communications, Provincial Radio and Television Station, press agenciesDevelop columns and reports broadcast on mass media about waterway traffic safety laws and improve situation handling skills for vehicle owners and waterway traffic participants.

3. Provincial Police preside over:

- Continue to inspect, monitor and handle illegal mineral activities, especially on Lam River, Hieu River and mineral activities in Quy Hop, Nghia Dan, Nam Dan, Hung Nguyen areas... affecting inland waterway traffic safety.

- Strengthen patrols, control and strictly handle violations of laws on waterway traffic safety, especially life buoys, watercraft carrying more people than prescribed, overloading, and vehicle operators violating regulations on waterway traffic safety...

- Promote propaganda and mobilization activities combined with inspection, supervision and organization of evaluation of the implementation results of the Campaign to build the movement "Traffic culture with peaceful rivers" in each locality to draw lessons, raise awareness and compliance with the law on ensuring order and safety of inland waterway traffic among all classes of people.

- Continue to develop, maintain and replicate effective models of "Traffic culture with peaceful rivers" throughout the province, contributing to ensuring order and safety of waterway traffic.

4. Department of Transport:

- Strengthen the management of waterways, check the assignment and decentralization of state management of waterway traffic activities.

- Direct units managing waterway traffic works to strengthen the work of ensuring order and safety of waterway traffic during the rainy and stormy season, dredging and clearing channels and obstacles, and promptly handling factors that cause unsafe waterway traffic.

- Urge investors to speed up the implementation of projects to build suspension bridges to replace passenger wharves across the river to complete and put into use soon. Coordinate with district-level People's Committees to speed up the renovation and upgrading of ferry wharves.

- Directing, reviewing and checking the feasibility of clearance height of some bridges over rivers under construction such as

Den Bridge over Ke Gai River (Hung Nguyen District) and other bridges in the area to recommend investors and contractors to have a construction plan to ensure safety for vehicles to pass smoothly (even when the river water rises).

5. Department of Natural Resources and Environment:

- Strengthen state management of mineral exploration and exploitation activities (sand, gravel,...) on inland waterways according to the direction of the Prime Minister in Directive No. 29/2008/CT-TTg dated October 2, 2008 on continuing to strengthen state management of activities of surveying, exploiting, transporting and consuming river sand and gravel.

- Coordinate with the Department of Transport, the Provincial Police and localities to regularly inspect and strictly handle illegal mining (sand, gravel, etc.) on inland waterways. Resolutely handle illegal mining (sand, gravel, etc.) on rivers.

- Preside over and coordinate with relevant sectors to advise on the decision to suspend mineral exploitation activities that affect waterway traffic activities, causing riverbank and dike landslides, damage to works, traffic infrastructure, etc.

6. Department of Education and TrainingStrengthening the propaganda of waterway traffic safety in schools where students often have to travel by water, including in the curriculum and extracurricular lessons the content "Traffic culture with peace on the river", Action program "For children's safety on the river"; no jostling, pushing and strictly implementing the requirement to use life-saving equipment when traveling by boat according to regulations,...

7. Department of JusticeDirect the Legal Propaganda Subcommittee to promote legal propaganda activities on waterway traffic safety and order, promote the Campaign to build "Traffic culture with peaceful rivers", the Action Program "For children's safety on rivers"... to each residential area along waterways, riverside schools with diverse forms and contents.

8. Registration Office No. 3:

It is recommended that the Department of Registration No. 3 annually coordinate with the People's Committees of districts, cities, towns and the Department of Transport to conduct technical safety and environmental protection (ATKT&BVMT) inspections for operating waterway vehicles that have not been inspected and promptly extend the inspection for vehicles whose inspection has expired, and not allow vehicles to operate without an ATKT&BVMT Inspection Certificate or an expired ATKT&BVMT Inspection Certificate...

9. Standing Committee of Provincial Traffic Safety Committee:

- Regularly monitor and urge localities and units to strengthen the work of ensuring order and safety of waterway traffic, especially during the rainy and stormy season.

- Continue to review the provision and use of life-saving equipment in units and localities to supplement life-saving equipment such as: life jackets, lifebuoys, lifebuoy pairs, floating devices, etc. to ensure safety during the stormy season.

Requesting provincial departments, branches, sectors, and organizations; People's Committees of relevant districts, cities, and towns to seriously implement. If there are any difficulties or problems during the implementation process, report to the Provincial People's Committee for further direction.
