Strengthening the review and making a list of households participating in health insurance

(Baonghean) - Implementing the direction of Vietnam Social Security, since October 2015, Nghe An Social Security has advised the Provincial People's Committee to issue official dispatches to deploy the list of families participating in health insurance in the area. This is a general declaration of health insurance participation nationwide, ensuring that all people are strictly managed when participating in health insurance.

In our province, the initial listing of households participating in health insurance encountered many difficulties. The reason was that awareness and education level in some localities were still limited, so they did not fill in all or filled in incorrectly the information required in the declaration form (DK01); In addition, the person entering data into the software entered incorrect or omitted information that had been declared. Some communes did not cooperate in declaring information.

On the other hand, in many cases, the declaration of temporary absence, temporary residence, and household registration cancellation has not been strictly managed. The situation of "sending household registration" to children for convenience in studying still occurs, leading to families declaring duplicate demographic information. In many cases, children get married and live separately, but their biological parents still declare, leading to duplicate demographic information.

In order to speed up the process of making a list of households participating in health insurance, the provincial Social Insurance has requested the district Social Insurance to go to each village, hamlet, and commune to determine the actual number of households to ensure that 100% of households declare according to form DK01. Thanks to that, it has mobilized the active participation of the authorities, sectors, and organizations at the commune, ward, and town levels.

Ms. Le Thi Huong - Vice Chairman of Dien Thanh Commune People's Committee (Dien Chau) said: "Although the locality is very busy with other tasks, we are determined to do a good job of making a list of households participating in health insurance because we clearly identify this as a common responsibility. The advantage for the locality is that the district Social Insurance actively supports; agents and collaborators work hard".

In addition, the provincial Social Insurance also increased staff to coordinate with Nghe An Provincial Post Office to compare data entered with form DK01, ensuring completion on schedule. Relevant professional departments and the Youth Union of the Social Insurance agency have helped districts with large populations (Vinh City, Dien Chau, Quynh Luu, Yen Thanh) in comparing data entered with the health insurance card database.

Thanks to that, Nghe An is one of the provinces that seriously organizes the implementation of the list of households participating in health insurance and achieves good results compared to the whole country. Currently, the districts have basically completed the comparison of input data with the health insurance card database, the synchronization rate of health insurance card data in the whole province is over 90%.

The task of the provincial Social Insurance is to continue to adjust the information of the number of participants that does not match the saved data according to Official Dispatch No. 1038/BHXH-BT on reviewing, verifying, and accepting information of household members participating in Vietnam Social Insurance Health Insurance. The review, listing, comparison, and checking of household data participating in health insurance aims to grasp the exact information of the number of people participating in health insurance in order to have solutions to mobilize people to participate; at the same time, delete duplicate data on the software, and add information of households participating in health insurance.

On April 12, 2016, Nghe An Social Insurance launched a competition to complete the review and verification of information of households participating in health insurance and from April 29, districts, cities and towns in the province organized a pilot implementation in a number of wards, communes and towns in the area. By May 15, the pilot review, verification and acceptance of information in localities was completed.

Based on the reports sent by the Social Insurance of districts, cities and towns reflecting good models, difficulties, obstacles and lessons learned, the Provincial Social Insurance will develop a comprehensive implementation plan for the entire province. Mr. Le Truong Giang - Director of the Provincial Social Insurance said: "In the coming time, the Provincial Social Insurance will continue to strengthen the propaganda work on health insurance policies, especially the work of making a list of households participating in health insurance so that authorities at all levels and people understand the purpose and significance of making a list of households participating in health insurance; thereby raising awareness and responsibility when participating in the declaration of the list, contributing to increasing the rate of universal health insurance coverage in the province.

In addition, we will propose that Vietnam Social Security provide additional funding for localities to implement according to Official Dispatch 1038; at the same time, upgrade and improve the system, add the function of warning about duplicate entries into the software for declaring households participating in health insurance so that information checking and verification can be done better.
