Comrade Nguyen Xuan Duong thoroughly grasped Directive 13 on strengthening leadership and direction of drug prevention and control work in the new situation.
After more than 10 years of implementing Directive 07/CT-TU of the Provincial Party Committee (Term XV) on "Strengthening the fight against drugs", Party committees from the provincial to grassroots levels have directed the entire political system to prioritize forces, funds, and means to participate in drug prevention and control work in a drastic manner, achieving many important results. Propaganda work has been carried out in many diverse and rich forms with a wide spread, strongly changing the awareness and actions of functional forces, cadres, party members and people on drug prevention and control work. Drug prevention and control steering committees at all levels and specialized drug forces have been strengthened and improved. Cooperation with Laos in the fight against drug prevention and control has been effectively enhanced. Many solutions for drug control, drug addiction treatment and post-treatment management have had positive changes. The province has 08 concentrated drug rehabilitation centers and post-rehabilitation management centers in operation, organizing drug rehabilitation for 17,285 addicts, creating jobs for 1,306 people.
Specialized forces have focused on fighting fiercely, dismantling drug trafficking and transportation rings, mobilizing local mass forces and the police as the core to eliminate key drug-related areas and destroy retail locations and illegal drug use organizations in residential areas. Up to now, the whole province has established 19,643 "Inter-family PCMT teams", 5,664 people's patrol teams to serve PCMT work in blocks, hamlets, and villages, contributing to limiting the causes and conditions for drug crimes and social evils.
During the implementation of Directive 07, on average each year, the authorities arrested 673 cases, 858 subjects, seized 9,312 grams of drugs, 11,869 grams of heroin. The province has also invested in many projects with a budget of more than 136 billion VND to serve socio-economic development, change the structure of crops and livestock for ethnic minorities to eliminate opium re-planting...
However, there are 5 contents that have not met the requirements; 3 contents have not been implemented. It is worth noting that Nghe An is still on the list of key areas for drug trafficking and transit, the number of drug addicts, communes, wards and towns with drugs is increasing, the effectiveness of preventing drug sources from being smuggled across the border into the area is still low...
The conference heard many presentations on experiences in the fight against drugs and listened to comrade Nguyen Xuan Duong thoroughly grasp Directive 13-CT/TU dated May 7, 2013 of the Provincial Party Committee on strengthening leadership and direction in drug prevention and control in the new situation.
Concluding the Conference, Standing Deputy Secretary of the Provincial Party Committee Tran Hong Chau requested Party committees at all levels, Steering Committees for Drug Prevention and Control at all levels, authorities, the Fatherland Front and social organizations to focus on implementing Directive 48-CT/TU of the Politburo and Directive 13 CT/TU of the Provincial Party Committee Standing Committee on strengthening leadership and direction of drug prevention and control work; Step up propaganda, mobilization and education on the fight against drug prevention and control among cadres, party members and people; resolutely implement the contents and solutions of drug prevention and control projects that the province has issued...

On this occasion, the Provincial People's Committee awarded certificates of merit to 40 groups and 51 individuals with outstanding achievements in implementing Directive 07CT-TU on strengthening the fight against drugs. Nghe An Newspaper was awarded a Certificate of Merit by the Chairman of the Provincial People's Committee to a group and 1 reporter with outstanding achievements in the propaganda work against drugs.
