On June 25, 2015, the Central Party Secretariat issued Directive No. 47-CT/TW on strengthening the Party's leadership in fire prevention and fighting. The Provincial Party Standing Committee developed a plan (Plan No. 205-KH/TU dated August 21, 2015 of the Provincial Party Standing Committee) to disseminate and implement in the province;

Implementation content:

1- Continue to thoroughly grasp and seriously and effectively implement the Party's resolutions and directives and the State's laws on fire prevention, fire fighting and rescue, focusing on: the 2001 Law on Fire Prevention and Fighting, amended and supplemented in 2013; Decree 79/2014/ND-CP, dated July 31, 2014 of the Government detailing the implementation of a number of articles of the 2001 Law on Fire Prevention and Fighting, amended and supplemented in 2013; Circular No. 66/2014/TT-BCA of the Ministry of Public Security guiding the implementation of Decree 79/2014/ND-CP; Decision No. 493/2014/QD-TTg of the Prime Minister on implementing the Law amending and supplementing a number of articles of the Law on Fire Prevention and Fighting (2013); Telegram No. 967/CD-TTg, dated June 20, 2014 of the Prime Minister on "strengthening fire prevention, fighting and rescue work"; Directive No. 28-CT/TU dated March 17, 2015 of the Standing Committee of Nghe An Provincial Party Committee on "strengthening the leadership of the Party Committee at all levels in fire prevention, fighting and rescue work in Nghe An province".

The Provincial People's Committee and the People's Committees of districts, cities and towns focus on directing the organization of a preliminary review of 5 years of implementing Directive No. 1634/CT-TTg, dated August 31, 2010 of the Prime Minister on "Strengthening the direction of implementing a number of urgent and key tasks in fire prevention, fighting and rescue", 1 year of implementing the Law amending and supplementing a number of articles of the Law on Fire Prevention and Fighting in 2013 (provincial level to be completed before September 20, 2015; district, city and town level to be completed before October 30, 2015).

2- Strengthen the leadership of Party committees at all levels in fire prevention, fire fighting, rescue and relief work: Party committees, authorities, the Fatherland Front and socio-political organizations from the province to the grassroots level must identify fire prevention, fire fighting, rescue and relief work as one of the key and continuous tasks in ensuring security and order. Heads of authorities, agencies, units and enterprises must be responsible to the Chairman of the Provincial People's Committee if fires and explosions occur, causing serious damage to people and property within their management scope.

Party members, cadres, workers and civil servants must set an example in complying with the provisions of the law on fire prevention, fire fighting and rescue; at the same time, mobilize relatives and people to actively respond and participate in the mass movement for fire prevention and fire fighting. Make the content of compliance with the provisions of the law on fire prevention and fire fighting a criterion for assessing the quality of activities of grassroots party organizations, agencies, units, cadres, party members, workers, civil servants and laborers.

3- Create a strong change in propaganda work, dissemination of knowledge and laws on fire prevention, fire fighting and rescue: Innovate the content, form and measures of propaganda, to raise awareness and compliance with legal regulations on fire prevention, fire fighting and rescue.

- The Provincial Steering Committee on the movement of the whole people uniting to build a cultural life directs the implementation of legal regulations on fire prevention and fighting to be included in the content and criteria of the movement "The whole people uniting to build a cultural life in residential areas"; linking the implementation of fire prevention and fighting regulations with the content of the movement "The whole people uniting to build a cultural life in residential areas" and the movement "joining hands to build new rural areas".

- The Provincial Fatherland Front Committee and its member organizations promote the dissemination and education of laws, knowledge and understanding of fire prevention and fighting in various forms with appropriate content. Include the dissemination and education of laws on fire prevention and fighting in regular activities; consider this a regular task of mass organizations and one of the criteria for annual emulation evaluation.

- The Provincial Party Committee's Propaganda Department coordinates with the Department of Information and Communications to direct local press and radio agencies to build special pages and columns to commend good people and good deeds to raise awareness and responsibility of the whole society for fire prevention, fire fighting, and rescue work.

4- Focus on directing the building of a mass movement to participate in fire prevention and fighting in conjunction with the mass movement to protect national security, with the four-on-the-spot motto (on-the-spot forces, on-the-spot means, on-the-spot command and on-the-spot logistics); the core is the civil defense force, the grassroots and specialized fire prevention and fighting force. Focus on building and replicating typical examples in the direction of volunteerism, self-prevention and self-management in residential clusters and business clusters of fire prevention and fighting safety; promptly encourage and reward collectives and individuals with outstanding achievements.

People's Committees at all levels focus on directing the construction, consolidation and improvement of the organization and operation of the civil defense force; pay attention to investing in and equipping means and equipment for fire prevention, fire fighting and rescue for the civil defense force. Implement well the motto that fire prevention, fire fighting and rescue must be based on prevention; mobilize the combined strength of the entire political system and the entire population to participate in the implementation of fire prevention, fire fighting and rescue tasks; consider fire prevention and fire fighting as a daily task everywhere, at all times.

5- Improve the effectiveness of state management on fire prevention and fighting, synchronously implement local socio-economic development planning in conjunction with infrastructure planning to ensure fire prevention, fighting and rescue. Consider plans to relocate industrial parks and industrial clusters that do not ensure fire prevention and fighting safety conditions, facilities using outdated production lines with high risk of fire and explosion such as wood production, processing, gas, gasoline, chemicals, etc. out of residential areas.

Strengthen the application of information technology in the field of fire prevention, fire fighting and rescue. Heads of authorities at all levels review and issue regulations to manage production and business establishments, construction works, cultural works, etc., ensuring fire prevention and fighting standards and regulations.

Strengthen the organizational structure and improve the capacity to perform state management tasks on fire prevention and fighting at all levels. The provincial Fire Prevention and Fighting Police force will strengthen guidance for departments, branches, sectors and localities to effectively implement fire prevention and fighting and rescue work in the area; regularly inspect and examine fire prevention and fighting, especially in apartment buildings, high-rise buildings, commercial centers, markets, etc., and strictly handle organizations and individuals violating the law on fire prevention and fighting.

6- Promote the socialization of fire prevention and fighting, research and develop mechanisms and policies to encourage organizations and individuals to actively participate in the construction and development of infrastructure and techniques for fire prevention and fighting (traffic, water resources, communications, etc.); research, transfer technology, manufacture means and equipment for fire prevention, fighting and rescue; purchase means and equipment for fire prevention, fighting and rescue. Promote foreign affairs, strengthen potential and resources for fire prevention and fighting activities.

7- Synchronously deploy measures to prevent, contain and limit large fires and explosions, especially in areas with high risk of fire and explosion. Strengthen close coordination between forces in forest fire prevention and fighting; continue to effectively direct the implementation of the Project "Improving forest fire prevention and fighting capacity for the period 2014 - 2020" approved by the Prime Minister in Decision No. 1938/QD-TTg, dated October 28, 2014.

Regularly organize training and improve the professional skills of fire prevention and fighting forces at the grassroots level and civil defense; increase the organization of drills and practice of plans and situations for handling fire, explosion, rescue and relief incidents involving many forces. Ensure that all fire prevention, fire fighting and rescue activities must first be carried out and resolved by on-site forces and means. At the same time, prepare forces, means, plans and conditions to respond promptly to fires, explosions, incidents and accidents, minimizing the consequences to people and property.

8- Improve the effectiveness of rescue work of the fire prevention and fighting force. Continue to effectively direct the implementation of Decision No. 44/2012/QD-TTg, dated October 15, 2014 of the Prime Minister regulating rescue work of the fire prevention and fighting force. Develop a coordination mechanism between forces, especially close coordination and cooperation between the Fire Prevention and Fighting Police with the Provincial Military Command, the Provincial Police, the Provincial Border Guard Command and other functional forces in implementing rescue and fighting tasks.

9- Building a regular, professional, gradually modernized Fire Prevention and Fighting Police force, with a firm grasp of the law and expertise to meet the requirements and tasks of fire prevention and fighting and rescue; appropriately deploying them in key areas. Approve and promulgate the Project on the overall planning of the system of facilities of the Fire Prevention and Fighting and Rescue Police force of Nghe An province until 2020, with a vision to 2030 according to Decision No. 1110/QD-TTg dated August 17, 2012 of the Prime Minister; direct the effective implementation of the Plan "Investment in equipment for fire prevention and fighting and rescue for the Fire Prevention and Fighting Police of Nghe An province from 2016 to 2018" according to Decision 2755/QD-UBND dated June 30, 2015 of the People's Committee of Nghe An province.

Focus on training and fostering the Fire Prevention and Fighting Police force; have policies for forces directly involved in firefighting and rescue. Prioritize budget investment to build facilities, equip means and conditions to ensure fire prevention, fighting and rescue.

Arrange land fund to build working headquarters and barracks; ensure budget for human resource development, facilities, and equipment for the Provincial Fire Prevention and Fighting Police and its subordinate Fire Prevention and Fighting Police units.
