Strengthening collection, management and disbursement of fees and charges

(Baonghean.vn) - Implementing the plan to monitor the implementation of the Resolutions of the Provincial People's Council on the collection of fees and charges in Nghe An, on the morning of April 13, the Economic - Budget Committee of the Provincial People's Council led by Mr. Tran Quoc Chung - Deputy Head of the Economic - Budget Committee had a meeting with the Department of Finance.

Overview of the work

According to the report of the Department of Finance, the collection, management and use of 3 types of road use fees for motorbikes; environmental protection fees for domestic wastewater; registration fees for passenger cars with less than 10 seats are applied in Nghe An on the basis of the Resolution of the Provincial People's Council, the Decision of the Provincial People's Committee and within the Government's regulations, in accordance with the practical situation of the locality and the general level in the country. Specifically, the collection of road use fees for motorbikes in the whole province in 2013 and 2014 reached more than 36 billion VND. The use of road use fees is deducted 15% for the collection unit, the remaining 60% is deducted to the provincial budget, 40% for the Road Maintenance Fund to serve the repair, upgrade and maintenance of road traffic works. Regarding environmental protection fees for wastewater in 2 years, nearly 11 billion VND has been collected. 10% of the annual revenue from environmental protection fees for domestic wastewater is used for fee collection activities, the remaining amount is paid to the provincial budget to balance the spending tasks according to regulations. The registration fee for passenger cars with less than 10 seats is implemented with the total revenue in 2013 and 2014 reaching nearly 460 billion VND. The annual revenue is adjusted to the provincial budget by 40%, and the district budget by 60% to balance the regular spending tasks.

Also at the meeting, the Department of Finance also clarified that the function of the department is only to advise on the issuance of fees and charges, while the agencies implementing the collection, management and use of fees belong to other sectors. Currently, the most concerning issue is the implementation of road use fee collection for motorbikes and motorbikes, which is still facing problems and is losing revenue. The main reason is that there are no sanctions and there is no active coordination between sectors to ensure correct and sufficient collection according to the annual budget.

Based on the shortcomings and problems that have been raised through practical supervision in a number of sectors and localities carried out by the Economic - Budget Committee in the past time, the working group of the Provincial People's Council requested the Department of Finance to strengthen the management and guidance on the use of current fees and charges, including the expenditure of revenue sources left for the collection subjects, to ensure consistency. At the same time, proactively advise the Provincial People's Committee to issue documents directing and urging the collection of fees and charges, especially road use fees for motorbikes.
