Strengthening citizen reception, handling complaints and denunciations
(Baonghean.vn) - On the morning of September 19, under the chairmanship of Comrade Nguyen Xuan Phuc - Politburo member, Deputy Prime Minister, the Government Inspectorate held an online conference with 63 provinces and cities nationwide to disseminate and thoroughly grasp the Law on Citizen Reception, Decree 64 of the Government on detailed guidance on a number of articles of the Law on Citizen Reception and implement Directive 35 of the Politburo on strengthening the Party's leadership in citizen reception and handling of complaints and denunciations.
The conference was attended by Government Inspector General Huynh Phong Tranh and representatives of ministries, departments and central agencies. At Nghe An bridge, comrade Huynh Thanh Dien, Vice Chairman of the Provincial People's Committee chaired; participating were representatives of departments, departments, and chief inspectors of districts and cities in the province.

The Government Inspectorate's report at the conference showed that in 2014, state administrative agencies received 370,794 citizens coming to complain and denounce, including 4,732 large groups. Of which, at the citizen reception offices in Hanoi and Ho Chi Minh City, they received 24,674 people, 809 large groups, and 7,192 cases. In addition to receiving citizens at the office, the Central Citizen Reception Office - Government Inspectorate directly participated with a number of localities to organize dialogues with citizens at the grassroots level such as: Ninh Binh, Quang Ninh, Thanh Hoa, Da Nang, Tay Ninh, An Giang, Lai Chau, Nam Dinh, Ha Nam... to limit citizens from filing complaints beyond their authority.
In general, the handling of petitions continues to receive attention. The monitoring of the results of the settlement after the transfer of petitions has made progress. However, there are still some localities and units that are slow in handling petitions, providing guidance, and transferring petitions without proper authority. The number of petitions and denunciations sent to ministries, branches, and beyond the central level tends to increase.
At the conference, delegates also heard many opinions from the connecting points, focusing on the issue of handling complaints and denunciations related to land, social policy issues... In general, the opinions frankly pointed out the shortcomings and limitations, and at the same time proposed a plan to improve the effectiveness of citizen reception work, in order to limit the occurrence of complaints and denunciations in the coming time.
Speaking at the conference, Deputy Prime Minister Nguyen Xuan Phuc requested ministries, branches and localities to unify their awareness and viewpoints on Directive 35 of the Politburo, in order to create changes in citizen reception and settlement of citizen complaints and denunciations in the spirit of reducing cases of complaints beyond the level of authority and mass complaints at citizen reception offices in Hanoi and Ho Chi Minh City. At the same time, it is necessary to further strengthen the inspection and supervision of the implementation of local Party committees and authorities, the responsibilities of authorities at all levels and inspections at all levels in organizing the implementation of normative documents, laws and regulations of the Party and State.
