Strengthening propaganda, education and dissemination of laws to farmers

(Baonghean) -This morning, December 1, the Vietnam Farmers' Association had a working session with the People's Committee of Nghe An province on the implementation of Decision No. 554/QD-TTg on "Propaganda and dissemination of laws to rural people and ethnic minorities in the period 2009-2012".

Attending the meeting were Mr. Nguyen Duy Luong, Vice President of the Central Committee of the Vietnam Farmers' Union, representatives of the Central Committee of the Union; Provincial Farmers' Union, Provincial Women's Union, Ethnic Minorities Committee, Department of Agriculture and Rural Development. Mr. Dinh Viet Hong - Vice Chairman of the Provincial People's Committee chaired the meeting.

After Decision No. 554/QD-TTg, the Provincial People's Committee issued Decision No. 3914/QD-UBND to establish a Steering Committee and a secretariat to implement the project, issue a plan to implement the project and assign specific tasks to relevant departments and branches. Each branch and each mass organization has its own sub-projects on propaganda and legal education for farmers and ethnic minorities. After nearly 3 years of implementing the project, the work of disseminating and educating the law for rural people and ethnic minorities has had significant changes, people's awareness of the law has been raised; propaganda and legal education have been carried out regularly, continuously and step by step innovated methods and content of propaganda suitable for each subject, associated with the tasks of local socio-economic development.

However, in the process of implementing the project, there were many difficulties: farmers and ethnic minorities had limited educational level, were heavily influenced by customary laws and ethnic customs; their residential areas were scattered and large; funding sources for project implementation were slow; means for propaganda work were lacking; the team of reporters and propagandists were mostly part-time and lacked skills and expertise in propaganda...

At the meeting, the departments, branches, sectors and mass organizations participating in the project implementation made recommendations and proposals to continue implementing the project effectively. In particular, focusing on a number of issues such as: The Ministry of Justice and related sectors need to compile propaganda documents, PBGDPL that are concise, easy to understand, easy to absorb, suitable for farmers and ethnic minorities; Open training courses to improve the qualifications and skills of reporters and propagandists...

After listening to the reports and recommendations of the participants at the conference, comrade Nguyen Duy Luong, Vice President of the Central Committee of the Vietnam Farmers' Union, a member of the project's steering committee, acknowledged the results that Nghe An province has achieved in the past time, and will review and submit to the project's steering committee the province's recommendations and proposals. At the same time, he noted a number of issues: in the coming time, the province as well as the sectors need to diversify the content, innovate the methods of legal education and propaganda for rural people and ethnic minorities; there needs to be close coordination between all levels and sectors in implementing the project; focus on the effectiveness of the project on people's legal awareness; especially, it is necessary to integrate the project with the target program for new rural construction and prepare well all issues to effectively implement phase 2 of the project...

After the working session with the Provincial People's Committee, in the afternoon of the same day, the delegation inspected the pilot model of propaganda and legal dissemination in Phuc Tho commune (Nghi Loc).
